Information for Suppliers


What is the Register of Suppliers?

To assist building owners, the ACT Government has established a Register of Suppliers (the Register) which lists suppliers who are able to assist owners by:

Use of Suppliers not on the Register or that have not been assessed as eligible to join the Register means that concessional loan funds are unable to be utilised to pay for that Supplier. Owners corporations and project managers should seek the express agreement of the ACT Government before engaging a Supplier who is not on the Register. Where an unregistered supplier subsequently seeks to join and is found by MPC not to be eligible to join the Register, concessional loan funds cannot be used to pay for any services provided by that supplier.

This Register is an open, publicly available list, located on the Major Projects Canberra website, which details suppliers with qualifications, experience, licences and insurances relevant to cladding work in the ACT.

The Register includes a range of occupations, people who practise in these occupations and intend to provide services under the Scheme to owners corporations, must be on the Register, or assessed by Major Projects Canberra to be eligible to be on the Register.

People who practice in other occupations, are not required to be on the Register.

Apply to join the Register

Applications are sought from people who are qualified, licenced, insured and experienced in cladding remediation and installation that practice in the following occupations:

Once you submit an application, it will be assessed by the Cladding Team. Supplier applications take up to 21 days to process after all required documentation has been provided.

Your Obligations

It is expected that suppliers who are on the Register will maintain the required licences, insurances, memberships and QMS systems. Building Certifiers/Building Surveyors and Architects are not required to provide a QMS systems Certificate.

To ensure high-quality service and expert advice to the owners corporation, it is the responsibility of the suppliers listed on the Register to stay informed and updated about the latest advancements, new technologies/products, and research with regards to combustible cladding. They are also required to fulfill any certifications necessary to retain their professional qualifications.

All suppliers are expected to respond to inquiries in a reasonable timeframe (within five business days) and to provide reasonable market pricing for their services.

If suppliers are not able to respond to new inquiries or take on any new work, they must contact the Major Projects Canberra Cladding Team (the Cladding team), who will temporarily take them off the Register. To be reinstated on to the Register, suppliers need to contact the Cladding team again. The Cladding team will guide them on whether updated certifications need to be resubmitted, especially if there is a significant gap between deregistering and reregistering.

Important disclaimers

The Register is not a procurement panel for Government work and will not lead to a request for work from the Government.

By hosting the Register, the ACT Government is not warranting that suppliers will receive cladding work as a result of their placement on the Register.

If you are appointed by an owners corporation who has accessed the Register to do cladding work, you will have a direct relationship with the owners corporation and will be governed by the contract between you and the owners corporation.

Architects

  • Site inspection

  • Must have insurances relevant to the type of work undertaken
  • Must provide evidence of work experience in façade works
  • No requirement to provide a Quality Management System for the individual or company applicant.
Builders
  • Remediation
  • Other building issues, including structural issues
  • Class A or Class B Licenced Builder in the ACT
    • Class A: building work structural issues other than specialist building work
    • Class B: 
      • building work (other than specialist building work) in relation to a building that is 3 storeys or lower; and
      • basic building work
  • All builders’ licences must be current ACT Licences and listed on Access Canberra website at Construction Professionals –
    Builders.
  • Prequalification
    • All builders must be currently prequalified under the ACT Government Prequalification Scheme to join the Register.

    If you are not prequalified and want to join MPC Register of Suppliers, you must apply for ACT Construction contractors prequalification at Major Projects Canberra.

Notes

1. Undertaking Building Services

A builder must comply with all relevant legislative requirements, including but not limited to, those outlined in the Building Act 2004, including Section 42
Requirements for carrying out building work, and the Building (General) Regulation 2008. A builder must also act within the scope of their licence and in
accordance with any conditions on the licence.

This section outlines practices that help to make sure that building services are carried out in accordance with relevant laws. Where a builder is aware that carrying out work in accordance with approved plans may not be possible, or may result in breaching another law, it is important that they make the certifier aware of this so the certifier can take appropriate action.

2. Acceptable Fire Safety Accreditation:

Acceptable Registration or accreditation for the practice of fire safety engineering, a person must be:

(1) Listed on the National Engineers Register (NER) – maintained by Engineers Australia – Fire Safety Engineering;

(2) Listed on the National Fire Engineers Register (NFER) – maintained by the Institution of Fire Engineers Australia – Fire Engineering.

(3) Hold appropriate registration/accreditation for the area of practice of Fire Safety Engineering / Fire Engineering in another Australian State or Territory equivalent to:

* Victoria: Building Professional Engineer – Fire Safety by the Victorian Building Commission;

* Queensland: Registered Professional Engineer in Queensland in the areas of practice of Fire Safety Engineering; or

* NSW: C10 Accredited Certifier Fire Safety Engineering Compliance
