What type of work could suppliers get?

The supplier is to identify all categories for which they wish to be considered for inclusion on the Register of Potential Suppliers (the Register) and must provide evidence in relation to their qualifications, experience, licences and insurance.

This Register is publicly available and may be accessed by building owners, such as:

The services required from suppliers will vary for different projects but would be likely to include site inspection, assessment of fire safety risk, engineering and architectural design advice and documentation services, building certification advice and cost estimation.

Direct engagement between the suppliers and owners

In hosting the Register, the ACT Government aims to include suppliers in each category who have applied to be part of the scheme and have the necessary qualifications, experience, licences and insurance to undertake cladding work in the ACT. The Register is not an exhaustive list of all potential suppliers.

The ACT Government has included details of each supplier as they have been provided to it and will not independently verify the information provided. Only the name and contact details of suppliers will be on the Register. Users of the Register should not take the inclusion of any supplier on the Register as a verification of the information provided by them or as a guarantee as to the suitability of the supplier for the required works or the quality of their services. Prior to engaging a potential supplier, property owners must make their own inquiries to ensure the licences and insurance held by the potential supplier remain current and the potential supplier is suitable for their particular needs.

Property owners are responsible for approaching and engaging potential suppliers directly and ensuring the adequacy and appropriateness of the terms of any such engagement. The ACT Government will not be involved in any discussions, negotiations or disputes between suppliers and property owners. The ACT Government will not be responsible for any claim or liability arising out of or in connection with the engagement of a supplier including in relation to matters of non-payment.

The Register is not a procurement panel for Government work and it will not lead to a request for work from the Government.

As a supplier, does being on the register mean that I will get cladding work?

Putting your name on the Register is not a guarantee that you will get work or that you will get a certain volume of work.

What do I need to do to get on the register?

Suppliers who are interested in being on the Register will be asked to respond against a number of areas including technical competence, experience, qualifications (skills), insurances, and other business information including certifications. The ACT Government will include this information on the Register with the aim of providing basic information to private building owners in relation to the suppliers experience, insurance and professional competence to complete the services and works associated with combustible building cladding to privately-owned buildings.

Once we get your application form and supporting documentation, we will consider these and make a decision as to whether to add you to the Register. We will contact you and let you know if you need to submit any additional information.

How long will I be on the register for?

All professional categories (except builders) will be on the Register until December 2022, at which time we will review the ongoing need for the Register. If the Register is to continue you will remain on the Register.

Builders will remain on the Register at least until December 2025, after which time we will advise builders as to the future of the Register.

You can request to have your name removed from the Register at any time by emailing us at claddingprogram@act.gov.au. Removal can be temporary (for example – for a nominated number of months) or it can be permanent.

I am a builder, how do I get pre-qualified?

Only pre-qualified Class A and Class B Builders are eligible to be on the Register.

What is prequalification?

The ACT Government has taken some steps to assess the qualifications, technical expertise, licences, insurance and financial viability of builders, through a prequalification scheme. Only prequalified builders are able to tender for ACT Government works.

Once financially assessed, builders are categorised according to their ACT Builders Licence as well as their financial levels. The Financial Level indicates the total financial value of works that a builder should undertake in any given year. This total includes all works undertaken for government, private owners and commercial owners. We suggest that you have a look at the financial levels to get an understanding of the type of builder you may need. If your cladding remediation works are costed at under $1 million, you should generally only approach builders who can undertake at least $1 million worth of works in a year. What are financial levels?

Please note that prequalification assessments are undertaken for the purposes of ACT Government work.

The ACT Government has included a link to financial levels with the aim is of providing basic guidance as to the amount of financial works which can be undertaken by a builder, thereby assisting owners to find the most suitable builder for their needs. However, the ACT Government does not take any particular measures to ensure that builders only undertake work within their financial levels.

By providing the financial levels, the ACT Government is not warranting that:

Change of circumstances

Any changes in circumstances that change your ability to meet the requirements to be on the Register must be communicated to Major Projects Canberra as soon as practical. You must advise us if the following things happen:
