Section 116: More homes for Canberra’s growing City Centre

The City Renewal Authority has released Section 116, City — the City Hill surface carpark opposite 1 Constitution Avenue — to market as part of the ACT Government’s 2025–26 Housing Supply and Land Release Program. This marks an important milestone in shaping the future of Canberra’s City Centre, with the site set to transform into a primarily residential mixed‑use development that delivers new homes and strengthens connections in the city.

As Canberra’s population is projected to reach 500,000 by the end of the decade, increasing the supply and diversity of housing in central locations is a priority. Located at the southern entry to the City Centre, Section 116 will deliver a minimum of 742 new homes, including 55 community and 55 affordable dwellings. Its central position between Commonwealth Avenue, Vernon Circle, Constitution Avenue and London Circuit places future residents within easy reach of the City South light rail stop (currently under construction), major employment areas, entertainment destinations and nearby parks.

City Renewal Authority Chief Executive Officer Craig Gillman said the release demonstrates the Territory’s commitment to increasing housing supply while ensuring high‑quality outcomes in the heart of the city.

“Section 116 is one of the most central locations in the City Centre,” said Mr Gillman.

“Its future development will provide new homes, support local employment and contribute to a more welcoming, connected and active City Centre. We are focused on securing a developer who can deliver an outcome that reflects the importance of this location.”

The site's release complements several major place‑shaping projects underway by the ACT Government in the City Centre including the light rail extension to Commonwealth Park, the new lyric theatre, concept master planning for City Hill park and Ngamawari—the future public park, and adjoining neighbourhood at Acton Waterfront.

These initiatives, together with the development of Section 116 will support better pedestrian connections, high‑quality public spaces and stronger links between the city and Lake Burley Griffin.

“The Government has clear expectations for high‑quality design, sustainability and community benefit. Through the two‑stage sale process, proposals will be assessed carefully to ensure the development reflects the importance of the site and contributes positively to Canberra’s long-term growth,” explained Mr Gillman.

The sale process is being conducted and managed by JLL. Expressions of interest commence from 7 April and close on 17 June 2026, with shortlisted applicants to be invited to submit detailed design proposals demonstrating capability, design quality and alignment with Territory and National Capital Authority expectations. The first settlement is expected in the first half of 2028.  The site will continue operating as a public carpark until then.

The community will have the opportunity to provide feedback on the proposed development once the successful purchaser advances detailed design plans through the National Capital Authority’s works approval process.
