The Inner South Health Centre and the Northside Hospital Project have been declared Territory Priority Projects.
25 February 2026
In brief:
- The Inner South Health Centre and the Northside Hospital Project have been declared Territory Priority Projects (TPPs).
- A TPP goes through the normal development application process, but the decision is exempt from third-party appeals.
- Construction can then begin without delay.
The Inner South Health Centre and the Northside Hospital Project have been declared Territory Priority Projects (TPPs).
These two significant health projects are the first TPPs declared in the ACT.
The TPP process is designed to provide certainty in the delivery of significant infrastructure and facilities that benefit the community.
A TPP goes through the normal Development Application (DA) process. The DA decision, however, is exempt from third-party appeal rights in the ACT Civil and Administrative Tribunal (ACAT). This means stakeholders cannot apply to ACAT for a review of the decision.
Construction can then begin without delay.
Inner South Health Centre
The ACT Government proposes to build the Inner South Health Centre in Griffith, behind the local shops. It will provide services including:
- oral health
- pathology collection
- post-acute care
- rapid access clinics
- chronic disease management.
A Draft Major Plan Amendment that proposes rezoning the area to Community Facility Zone is being considered. This will allow development of the health centre.
Northside Hospital Project
The Northside Hospital Project’s TPP declaration follows public consultation in November 2025.
The project will see a new, integrated hospital built in Bruce. It will offer expanded emergency, surgical and inpatient services.
The ACT Government considered all feedback prior to the joint declaration.
The project includes:
- early and enabling works to prepare the site
- the relocation of CAMHS, Alcohol and Other Drugs (AOD) services, and a childcare centre
- dismantling structures.
The DA process can begin once the declaration is tabled in the Legislative Assembly and formally commenced.
