An ACT Government Website

In November 2023, the ACT Government set up an independent inquiry into literacy and numeracy performance in the ACT. The inquiry focused on teaching in ACT public schools.

Final report

The inquiry was undertaken by an Expert Panel. The Panel provided its Final Report in April 2024.

The Final Report provided the ACT Government with 8 recommendations. These recommendations aimed to strengthen literacy and numeracy outcomes for all ACT public school students, with a particular focus on equity.

Read the submissions

You can read all the submissions, except for those we did not publish because the:

  • individual or organisation requested they not be published
  • submission included personal information
  • submission may have potentially identified students.

ACT Government Response

The ACT Government accepted all 8 recommendations in the Final Report.

We are implementing these through the Strong Foundations program.
