Cabinet agreed to the presentation of the Corrections and Sentencing Legislation Amendment Bill 2022 which amends criminal justice legislation to address identified opportunities for improving corrective services processes and operations.
Amendments in this Bill will have impacts on Governance and Institutions, and Safety as the amendments strive to improve efficiencies for corrections administrative processes and in turn support the wellbeing of detainees and the community.
Ministerial Statement - Chief Minister Trade Mission to Singapore August 2022

The Wellbeing domain that the trade mission is most closely aligned to is Economy. The changes to wellbeing from this are both short and long term – notably assisting in diversifying and growing the ACT economy for all Canberrans.
September Quarterly Report, 2022-23 Whole of Government Capital Works Program

ACT Drug Strategy Action Plan 2022-2026

Cabinet agreed to publish the ACT Drug Strategy Action Plan 2022-2026.
The ACT Drug Strategy Action Plan 2022-2026 has been developed to have a positive impact on the health of Canberrans. The Action Plan aims to improve treatment outcomes and support for individuals, families and carers experiencing alcohol, tobacco and other drug (ATOD) related harms, as it includes commitments to enhance ATOD treatment and harm reduction services and programs. The health-based approach, focusing on improved service navigation, stigma reduction, and support for individuals with co-occurring issues, will support vulnerable Canberrans and could have a major impact on their life prospects. Through the whole of sector, Government-wide approach, the Action Plan also seeks to have an impact on the Wellbeing Domains of Safety, Housing and Home, Identity and Belonging, and Living Standards.

Swimming Pool Safety Improvement Strategy

Cabinet agreed to public consultation on swimming pool safety reforms to prevent death and serious injuries from drownings and non-fatal drownings in home swimming pools, with a focus on reforms to the requirements for swimming pool fencing; and to the development of legislation to implement swimming pool safety reforms related to requirements for swimming pool fencing.
These reforms will have positive impacts across the health and safety wellbeing domains by reducing fatal drownings and serious injuries from non-fatal drownings in home swimming pools through reforms to requirements for swimming pool fencing.

RSPCA ACT – Relocation Package and Ownership Structure

Cabinet agreed to support the relocation of the RSPCA from Weston Creek to Block 2 Section 14 Pialligo.
The proposal is anticipated to have positive wellbeing impacts under the housing and home, social connection, safety, environment and climate, and access and connectivity wellbeing domains. These will include outcomes of increased housing opportunities for Canberrans, improved and increased capacity to manage animal welfare in the ACT and improved staff and volunteer work environments.
Sport and Recreation Strategic Plan - “CBR Next Move”

Draft City Plan and Draft Canberra City Urban Design Framework

The Closure Report will have positive wellbeing impact across government and institutions as it provides a transparency in how Government listened, led, responded, and worked in a community-focussed manner to significantly progress the ACT Government’s goal of eradicating the risks from the presence of loose fill asbestos insulation from our community.
2030 Tourism Strategy for the ACT

2021–22 Minister’s Annual Report under the Climate Change and Greenhouse Gas Reduction Act 2010

Cabinet agreed to the tabling and public release of the 2021–22 Minister’s Annual Report under the Climate Change and Greenhouse Gas Reduction Act 2010.
This proposal has no direct impact on any of the wellbeing domains. However, the continued implementation of the Climate Change Strategy and Living Infrastructure Plan will result in reductions in greenhouse gas emissions and increasing resilience to climate change.
Strategic Road Maintenance and Renewal – Business case

This initiative seeks to increase the rate and shift the type of territorial road resurfacing,
which is anticipated to improve road safety, ride quality, community satisfaction and
minimise costs attributed to both road users and the ACT Government (e.g. roadworks)
Ginninderry Joint Venture Impacts from the West Belconnen Landfill Capping Project

Cabinet agreed to the revision of the existing scope of the capping methodology for the West Belconnen landfill project to ensure that the Territory’s obligations under the West Belconnen Joint Venture Agreement are achieved, the landfill site land use is maximised and that the environment and community safety is completed to an uncompromising level.
The development of the West Belconnen landfill site into a world class community and recreational asset will provide a significant asset to Canberrans with a 120 hectare open space, residential and commercial precinct with a significant active travel network, mountain bike trails, dog parks, open space, biodiversity corridors. Further it will provide for further housing and affordable, social and community housing opportunities and additional revenue for the ACT Government.
Ginninderry Joint Venture Land Use Improvement Proposal on West Belconnen Landfill Site

Cabinet agreed to maximising the land use on the West Belconnen landfill site beyond the standard to which the Territory is obligated to remediate under the West Belconnen Joint Venture Agreement (WBJVA) signed on 19 May 2016 and to proceed with the proposed Ginninderry Joint Venture Masterplan for higher-level land use on the landfill site.
The proposal will have a significant positive impact on the residents and visitors to the suburbs within the Ginninderry development area. The landfill is 108 hectares and will be made primarily of open space, ovals, playground, dog park, mountain bike trails and similar usages. It will be available for use by the entire community.
Unit Titles Legislation Amendment Bill 2022 - Policy Approval

Cabinet agreed to the policy proposals to amend unit titles legislation to make a range of further improvements to the legislation under stage two of the Unit Titles Reform Project.
The proposed reforms have a positive impact on the wellbeing domain of Housing and Home by making further improvements to the way we live and work together in unit titled and mixed-use buildings.
2020-2025 ACT NSW Bilateral Cross Border Agreement

Cabinet agreed to the ACT Health Directorate finalising negotiations for the 2020-2025 Bilateral Cross Border Agreement with NSW Ministry of Health, and for the Minister for Health to execute the Agreement on behalf of the Territory.
The 2020-25 Bilateral Cross Border Agreement sets out the vision, principles and goals to support cross border patient flows between the ACT and NSW for health services. This agreement sets out the basis for reimbursement of costs between the ACT and NSW Governments where residents of either jurisdiction receive health services in the other jurisdiction. The 2020-2025 Bilateral Cross Border Agreement will ensure a connected and supported health system that delivers optimal health outcomes for ACT and NSW residents and communities in line with the 2020-2025 Addendum to the National Health Reform Agreement.
Human Rights Commission Amendment Bill 2023 (National Code of Conduct for Health Workers) - Policy Approval

Cabinet agreed to the preparation of the Human Rights Commission Amendment Bill 2023 (National Code of Conduct for Health Care Workers in the ACT).
Health - Implementation of the National Code of Conduct for Health Care Workers in the ACT should improve the wellbeing of those people accessing health services delivered by workers whose practice does not meet the national minimum standards of conduct and practice. This does not include services delivered by health professionals that they are registered to provide under the National Registration and Accreditation Scheme (NRAS), such as medical practitioners.
