Cabinet agreed the Minister for the Arts, Culture and the Creative Economy present a Ministerial Statement in the ACT Legislative Assembly celebrating the life of two artists, Marion Halligan AM and Bruce Armstrong, who have made an outstanding contribution to Canberra.

Under the requirements of the ACT Government Cabinet Handbook, no Wellbeing Impact Assessment was required for this item.

Ministerial Statement – Bondi Junction Attack

ACT Government Submission to the inquiry into the challenges and opportunities within the Australian live music industry

Cabinet agreed the Minister for the Arts, Culture and Creative Economy provide the ACT Government submission to the House of Representatives Standing Committee on Communications and the Arts’ Inquiry into the challenges and opportunities within the Australian live music industry.

The ACT Government submission on the challenges and opportunities within the Australian live music industry will have positive wellbeing impacts across the belonging and identity, social connection and economy wellbeing domains.

Government position - Remuneration Tribunal Amendment Bill 2024

Cabinet agreed the Government Position on the Remuneration Tribunal Amendment Bill 2024.

The impact of the proposed Remuneration Tribunal Amendment Bill 2024 is minimal. The immediate impact is determined to be positive as Members of the Legislative Assembly will be eligible for additional remuneration when acting in higher office. The subsidiary impact of the Remuneration Tribunal Amendment Bill 2024 is determined to be positive, in support of business continuity across all Government activities, in the event of extended absence of an office-holder from their office.

Ministerial Statement - Justice Reinvestment Funding

Cabinet agreed the Attorney-General deliver the Ministerial Statement in the ACT Legislative Assembly outlining the Government’s commitment to funding Justice Reinvestment and associated initiatives.

Justice reinvestment primarily impacts safety, but it also brings benefits in various other areas of wellbeing such as health, education, lifelong learning, identity, housing, economy, belonging, and social connection., Justice Reinvestment as a strategy to prevent crime, enables us to create a safer, more inclusive community.

Veterinary Practice Review

Minute Number: 24/227/CAB

Cabinet agreed the public consultation process for the statutory review of the Veterinary Practices Act 2018 including the release of a discussion paper on Veterinary Practice in the ACT.

The veterinary practice consultation and any education campaigns or reforms resulting from its findings will primarily have a minor and sustained positive impact on the Health wellbeing domain due to increased awareness of the community around the challenges faced in the veterinary profession and potential reforms in future that may address veterinary shortages and improve mental health. This may also have a positive impact on the Safety domain. The consultation process will have an immediate positive impact on the Governance and Institutions domain by seeking the perspectives of the community on the Veterinary Practice Act 2018 and related issues.

Report 4 – Dhulwa Independent Oversight Board

Cabinet agreed the Minister for Mental Health: table the fourth report of the Dhulwa Independent Oversight Board dated 7 February 2024 in the ACT Legislative Assembly; and deliver a Ministerial Statement on progress made on implementing the report recommendations.

This proposal supports wellbeing domains of Governance and Institutions and Health. Specifically, implementing recommendations the ACT Government agreed to will contribute to sustainable improvements that will ensure the provision of safe and high-quality mental health care for consumers and staff within the Dhulwa Mental Health Unit.

Chief Minister’s Statement on public accessibility of government information

Cabinet agreed the Chief Minister’s Statement on accessibility of government information.

The Chief Minister’s statement requires ACT Government agencies to make progressive improvements in the accessibility of government information. These actions have the potential to have a positive wellbeing impact on citizens’ engagement with government, and support productivity and innovation through increased use and reuse of government information and data. The transparent nature of publicly accessible information can increase the levels of trust in ACT Government policies and decisions.

Capital of Equality Strategy (2024-2029) and its First Action Plan (2024-2026)

Cabinet agreed the Capital of Equality Strategy (2024-29) and its First Action Plan (2024-26).

The Capital of Equality Strategy (2024-29) and its First Action Plan (2024-26) will have positive impacts on all Canberrans in particular LGBTIQA+ people in such wellbeing domains as identity and belonging, health, safety and housing and home, and governance institutions.

Statutory Review Report: Inspector of Correctional Services Act 2017

Minute Number: 23/856/CAB

Cabinet agreed the Minister for Corrections and Justice Health table the Statutory Review Report: Inspector of Correctional Services Act 2017 (Review Report) in the ACT Legislative Assembly; and the Justice and Community Safety Directorate, in collaboration with other relevant ACT Government agencies, progress the recommendations in the Review Report.

The statutory review of the Inspector of Correctional Services Act 2017 will impact the governance and institutions wellbeing domain. The recommendations, if accepted, will assist the Inspector of Correctional Services to perform its functions more effectively. This will enhance oversight of correctional centres and detention places in the ACT, resulting in the increased the safety and rights
of detained people.

Federation Funding Agreement for the Partnering to Implement the National Soil Action Plan 2023-28 Program

Cabinet agreed the Minister for Environment, Parks and Land Management sign the Federation Funding Agreement under the Partnering to implement the National Soil Action Plan 2023-28 Program.

The ACT’s soils are a major resource that underpins the health of natural, urban and rural ecosystems and provide essential ecosystem and production services and contribute to economic, environmental and social wellbeing. By encouraging and supporting soil stewardship and the restoration of natural soil functions across the ACT this program will have a significant impact on the Environment and Climate Wellbeing Indicator and help provide a healthy and resilient natural environment for both current and future generations.
