8 September 2014 - Summary of Cabinet Outcomes

As part of the ACT Government's Open Government commitment, this document is a public summary of matters considered by Cabinet. It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet. Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government's executive privilege.

Sub-committees of Cabinet

    Capital Metro

    A Capital Metro subcommittee of Cabinet meeting was convened. Ministers joined with officials and were provided an update on the Capital Metro project and considered options for the future delivery of a light rail service for the ACT. Cabinet to agreed to proceed with the industry briefing on 15 September 2014.

    City to the Lake

    A special meeting of Cabinet was convened whereby Ministers joined with officials and were provided updates on a range of projects under the City to the Lake flagship.  Cabinet also agreed a revised governance framework for the project, providing clarity with regard to responsibility and oversight in relation to the suite of projects being progressed.

City Centre Marketing and Improvements Grant

Cabinet agreed the City Centre Marketing and Improvements Levy continue to be collected in its current form with the levy collection zone to be amended to exclude Turner. Cabinet also agreed to the re-tender of the administration of the grant for a further five year term to 30 June 2020.

Gaming Machine Reform Package

Cabinet agreed to the drafting of amendments to the Gaming Machine Act 2004 to implement many of the commitments in the inaugural Memorandum of Understanding signed in September 2012 by the ACT Government and ClubsACT.   The amendments aim to establish a new mechanism to allow the trading of machines between clubs whilst maintaining strong harm minimisation measures for the community.

Repeal of the Exhibition Park Corporation Act 1976

Cabinet agreed to the drafting of the bill to repeal the Exhibition Park Corporation Act 1976 and to the integration of Exhibition Park Corporation functions, staff, assets and liabilities into the Chief Minister, Treasury and Economic Development Directorate under the Arts, Business, Events, Sport and Tourism Division.

Government Response to the report of the Standing Committee on Planning, Environment and Territory and Municipal Services inquiry into vulnerable road users

Cabinet agreed to the Government response to the inquiry into vulnerable road users, which covers existing government policies, programs and other initiatives that are aimed at providing safer travel for vulnerable road users and includes examples of recent initiatives aimed at protecting vulnerable road users.  Cabinet agreed the Attorney‑General present the response in the Legislative Assembly during the September sittings.  A copy of the Government response will be available on the ACT Legislative Assembly website.

Findings Report on Jervis Bay Territory

Cabinet noted the options for Future Service Delivery Arrangements Report from Tripartite Working Group which explores options for service provision to the Jervis Bay Territory.

Appointments

    Official Visitor Appointment (Mental Health) 2014

    Cabinet agreed to the appointment of two part-time Official Visitors for a period of three years commencing on 3 December 2014.

    Commissioner for Public Administration

    Cabinet agreed to the appointment of the part-time Commissioner for Public Administration until 3 February 2015.

    Land Agency Board

    Cabinet agreed to the appointment of a new Member of the Land Agency Board, commencing on the day after notification until 30 June 2017.
