The ACT Government has confirmed the alignment for Light Rail to Woden: Stage 2B.
The Stage 2B extension will run from Commonwealth Avenue through the National Triangle. It will then travel along the east of State Circle to Adelaide Avenue, and on to Woden.
This alignment will add nine new stops close to key businesses, residential and cultural destinations in the south of Canberra.
To inform the alignment decision, as part of the EIS process, the ACT Government considered the project’s concept design, environmental and social benefits and impacts, and community and stakeholder feedback.
The draft EIS considered two alignments:
- a State Circle East alignment through the National Triangle
- a National Triangle-Barton alignment.
The State Circle East alignment features a direct and efficient route between the city and Woden.
It is also consistent with the National Capital Plan’s Inter-Town Public Transport System. This provides a clear approvals pathway for the project.
The public exhibition of the draft EIS from July to September 2025 attracted:
- more than 230 submissions
- around 250 people at drop-in sessions held by Infrastructure Canberra
- over 10,000 visits to the digital EIS platform.
Feedback fed into refinements to the project's design, which will be taken through to the final EIS.
This includes an “inner running” arrangement on State Circle, between Sydney Avenue and Adelaide Avenue. This will help reduce disruption to the road network, residents, and businesses.
The Traction Power Substation – originally proposed for Yarralumla – has now been proposed for Denison Street, Deakin, following community feedback.
The revised, final EIS will be lodged with the Australian Government Department of Climate Change, Energy, the Environment and Water, and the Territory Planning Authority next month.
An outcome is expected by the end of this year.
