Crimes Legislation Amendment Bill 2022

Cabinet agreed the introduction of the Crimes Legislation Amendment Bill 2022 to amend a number of pieces of criminal law legislation which will improve the ACT criminal justice system and ensure that it operates effectively.
The Crimes Legislation Amendment Bill 2022 will make several amendments to improve the operation and efficacy of the criminal justice system in the ACT.
Justice and Community Safety Legislation Amendment Bill 2022 (No 2)

Cabinet agreed the Attorney-General presenting the Justice and Community Safety Legislation Amendment Bill 2022 (No 2) in the ACT Legislative Assembly.
The Justice and Community Safety Legislation Amendment Bill 2022 (No 2) primarily has a positive wellbeing impact on the governance and institutions domain. There are secondary positive wellbeing impacts in the safety, economic, housing and homes and living standards domains.
Gaming Machine (Club Refuge) Amendment Bill 2022

Cabinet agreed to the presentation of the Gaming Machine (Club Refuge) Amendment Bill 2022 which makes amendments to the Gaming Machine Act 2004 and Gaming Machine Regulation 2004 to support clubs to become club refuges for local communities during a heat or smoke event.
The main wellbeing impact of this submission is a positive safety impact. The primary wellbeing outcome it seeks to change is an increase to the safety of the ACT community during an emergency or other hazard.
Discrimination Amendment Bill 2022

Cabinet agreed the Minister for Human Rights present the Discrimination Amendment Bill 2022 in the ACT Legislative Assembly.
The reforms proposed in the Discrimination Amendment Bill 2022 to extend coverage of the Discrimination Act 1991 to more areas of public life, refine some exceptions to unlawful discrimination and introduce positive duties will have positive wellbeing impacts in the identity and belonging domain. By modernising and better aligning the Discrimination Act 1991 with the Human Rights Act 2004, the reforms will have a positive impact on anyone with a protected attribute under the Discrimination Act 1991 including the eight groups identified in the Wellbeing Framework.
Residential Tenancies Amendment Bill 2022 – Agreement to Introduce

Cabinet agreed to introduce the Residential Tenancies Legislation Amendment Bill 2022 into the Legislative Assembly. The Bill will give effect to Government policies to end no cause terminations, regulate rent bidding, support the introduction of minimum standards and to clarify that certain gardening activities to grow food and compost can be undertaken as minor modifications to the rental property.
The wellbeing impacts of this Submission, including major long term positive impacts in the housing and home domain, minor positive impacts on the health and environment domains and potential short-term and minor negative impacts on the living standards domain for landlords.
Response to Assembly Resolution in relation to right to a healthy environment

Cabinet agreed the Ministerial Statement in response to the Assembly Resolution of 10 February 2022 on the right to a healthy Environment and tabling of the YourSay Conversation on the Right to a Healthy Environment Listening Report.

ACT Housing Strategy Year 4 Report Card and Response to Assembly Resolution on Housing and Rental Affordability

Cabinet agreed that the Minister for Housing and Suburban Development make a Ministerial Statement about the ACT Housing Strategy Year 4 Report Card and to respond to the Assembly Resolution on Housing and Rental Affordability.
The Wellbeing impacts of the ACT Housing Strategy are wide ranging in terms of environmental, human and social service concerns across the ACT. A number of actions under the Strategy aim to improve housing outcomes for Aboriginal and Torres Strait Islander people, particularly those actions under Goal 2: Reducing Homelessness and Goal 3: Growing and renewing social housing.
Revenue Legislation Amendment Bill 2022

Cabinet agreed the Treasurer present the Revenue Legislation Amendment Bill 2022, the next in a series of Bills to maintain and improve the operation of the ACT’s tax laws. The Bill includes amendments to landholder duty arrangements under Chapter 3 of the Duties Act 1999 as part of a staged update.
The Revenue Legislation Amendment Bill 2022 supports the ACT economy by promoting the effective and efficient operation and integrity of the ACT tax system.
Animal Friendly Netting - Assembly Resolution 23 November 2021 - Update

The Government’s response to the ‘State of the Lakes and Waterways in the ACT’ investigation report details key activities being undertaken by Government related to urban water management.

Government Response to the Inquiry into Community Corrections

Professional Engineers Bill 2022 – Agreement to Introduce

Cabinet agreed to the introduction of the Professional Engineers Bill 2022 that will establish a regulatory framework requiring certain professional engineers to be registered to provide professional engineering services.
The introduction of an ACT engineer registration scheme will have impacts across the economy, safety and health domains through setting of minimum qualifications, experience and competency for professional engineers and avoiding impacts of work undertaken by individuals without the appropriate skills.
Land Release Program - Assembly Resolution of 5 May 2022 - Response
