Direct Sale to Philip and Anna Christodoulou of Block 71 Section 51 Holt, part of Kippax Place road reserve and part of the vacant road easement from Moyers Crescent

Cabinet agreed that Philip and Anna Christodoulou were eligible for a direct sale of Block 71 Section 51 Holt, part of Kippax Place road reserve and part of the vacant road easement from Moyes Crescent, for the purpose of redeveloping the Kippax group centre.

The direct sale will facilitate substantially modernising Kippax Group Centre by expanding
retail space, providing additional basement parking, creating indoor and outdoor community space and developing approximately 288 residential apartments, 44 (15 per cent) being affordable dwellings.

Government submission to the Select Committee inquiry into the Voluntary Assisted Dying Bill 2023

Cabinet agreed to provide the Government Submission to the Select Committee on the Inquiry into the Voluntary Assisted Dying Bill 2023.

The Government Submission supports trust in government by demonstrating that the ACT Government welcomes and values public discussion on the ACT’s framework for voluntary assisted dying, and that the ACT Government is participating in public processes to hear and respond to the views of the community.

Final Government Response - Board of Inquiry into the Criminal Justice System Report

Cabinet agreed the Final Government Response to the Report of the Board of Inquiry into the Criminal Justice System.

While there will be no significant impact from release the Final Government Response, implementation of the recommendations will streamline and clarify processes within the ACT criminal justice system, particularly improving the experience for community members involved in the investigations and prosecutions of sexual offences.

New Commonwealth legal assistance funding for the Territory: Federal Funding Agreement Schedule for the ACT Sexual Assault Legal Service Pilot and new Commonwealth funding for Migration legal assistance services

Cabinet agreed the Attorney-General sign the Federal Funding Agreement Schedule – Pilot funding for specialised and trauma informed legal services for victims and survivors of sexual violence and settle the details and sign the Federation Funding Agreement Schedule for migration legal assistance services, once received.

The new Commonwealth legal assistance funding will have a direct wellbeing impact on victims and survivors of sexual assault and separately, individuals requiring legal assistance support for migration matters within the Canberra community.

Individual water metering for new unit developments

Cabinet agreed to amendments to the technical code made under the Utilities (Technical Regulation) Act 2014 to mandate the installation of individual water meters for the cold water supply in all new unit developments in the ACT.

The proposed amendment will have a positive impact on the wellbeing domain of Housing and Home by improving fairness and equity and encouraging water conservation in unit titled and mixed-use buildings.

Memorandum of Understanding 2023/24 – National Heavy Vehicle Regulator

Cabinet agreed the ACT Government sign the variation to the Memorandum of Understanding between the Australian Capital Territory Road Transport Authority (represented by Access Canberra) and the National Heavy Vehicle Regulator (the NHVR) for 2023-2024 at the agency level.

The key wellbeing impact domains are safety and access and connectivity. The variation to the MOU marks another step towards a single, national regulator for heavy vehicles in Australia. The recent completion of the transition of heavy vehicle regulatory services in NSW will see the ACT become a part of the NHVR’s NSW operating region, making the regulation of heavy vehicle movements in the ACT region more seamless.

Secure Employment Framework - Implementation (Insourcing)

Cabinet agreed to implement the Insourcing Framework following the passing of the Financial Management Amendment Bill 2021 (No 2).

The insourcing framework will have a positive impact on people who move from insecure employment to secure employment. It will have a positive impact on the institution of Government, as confidence grows that public money is being spent on public good.

Agency increased allocations from 2024-25 for the Better Infrastructure Fund

The proposed approach will benefit the ACT community by enhancing asset renewal in the Territory. The approach will have impacts across all Wellbeing domains as it will support the delivery of projects within the Capital Works Program, and will have particularly strong impacts in the Governance and institutions and Economy domains.

Cabinet agreed the ACT Government Submission to the Standing Committee on Economy and Gender and Economic Equality Inquiry into Micro, Small, and Medium Businesses in the ACT Region.

The wellbeing impacts of the ACT Government Submission to the Inquiry relate to the wellbeing domain of Economy. The micro, small, and medium business sector makes a significant contribution to the ACT economy, driving economic diversification, providing secure and stable jobs for Canberrans and improving wellbeing through shaping solutions to local and global problems.

Draft ACT Regional Drought Resilience Plan

Cabinet agreed the Minister for the Environment release the draft ACT Regional Drought Resilience Plan for public consultation.

The plan has identified future drought scenarios for the ACT based on NSW and ACT’s latest climate models. These scenarios outline future climate change projections assuming a range of global emission scenarios. Under all scenarios, the ACT’s climate is projected to become warmer and drier, with more extreme weather events. This project identifies the impacts of those scenarios on the enterprises of the ACT farming and rural community across environmental, economic, social, and governance domains, and prioritised actions according to levels of exposure and sensitivity.

Government Response to the Standing Committee on Planning Transport and City Services Report 15: Inquiry into Electric Vehicle (EV) Adoption in the ACT

Cabinet agreed the ACT Government Response to the Standing Committee on Planning, Transport and City Services Report 15: Inquiry into Electric Vehicle (EV) Adoption in the ACT.

The correct Government support is important in supporting the uptake of electric vehicles to reduce emissions from transport and reduce the impact of climate change and emissions on health, while growing a skilled workforce. Public funds must be utilised in a way which will achieve the Government’s intended aims and benefit the community as a whole.

ACT Government Submission in response to the Aviation Green Paper

Cabinet agreed to the ACT Government Submission in response to the Aviation Green Paper, submitted to the Aviation White Paper Project Office.

The wellbeing impacts of the Aviation White Paper are primarily around economy. For the ACT and surrounding region, aviation plays a critical role in economic development and the opportunities for communities and businesses in the region.

ACT Submission to the South Jerrabomberra Masterplan Public Exhibition

Cabinet agreed the ACT Government submission to the public exhibition of the South Jerrabomberra Regional Job Precinct Draft Masterplan to be provided to the Department of Regional NSW.

The ACT’s submission to the masterplan exhibition is not expected to generate direct wellbeing impacts. Implementation of the masterplan would generate wellbeing impacts across multiple domains and indicators, with the predominate impacts to the economy domain.

ACT Submission to the Commonwealth Government COVID-19 Response Inquiry

Cabinet agreed the ACT Government submission to the Commonwealth Government COVID-19 Response Inquiry and the release of the Independent Review of the ACT Government Managed ‘Ragusa’ Quarantine Facility as part of the submission.

Under the requirements of the ACT Government Cabinet Handbook, no Wellbeing Impact Assessment was required for this item.

Government Response - Petition 018-23 - Mr Fluffy Board of Inquiry

Cabinet agreed the Minister for Sustainable Building and Construction provide the Government response to petition E-PET 018-23 to the Clerk of the ACT Legislative Assembly for tabling.

The community has better wellbeing when residents have confidence in its system of government to act in an ethical, timely and appropriate manner that best serves the interests of the population. Since 2014, the Government has delivered a transparent and compassionate response to loose fill asbestos insulation eradication.

Government Response to Petition 015-23 Traffic Flow and Safety in Gungahlin Town Centre

Cabinet agreed the Minister for Transport and City Services provide the response to Petition 015-23 to the Clerk of the ACT Legislative Assembly for tabling.

The ACT Government recognises that Gungahlin’s increasing population will require suitable levels of infrastructure and service investment to support and sustain growth. The Government is developing a transport plan that will inform future infrastructure investment decisions.

Japanese Domestic Market Numberplates Petition

Cabinet agreed the Minister for Business and Better Regulation provide the ACT Government response to Petition PET-019-23 -Japanese Domestic Market numberplates to the Clerk of the ACT Legislative Assembly for tabling.

The proposal to offer Japanese Domestic Market numberplates for sale will support vehicle operators with a Japanese Domestic Market vehicle to display numberplates appropriately sized for their vehicle and as required by the Road Transport (Vehicle Registration) Regulation 2000.

Engineering Workforce Plan Update

Cabinet agreed the release of the Progress Report for the ACT Engineering Workforce Plan.

There are approximately 3,800 engineers providing professional engineering services in the ACT, with approximately 250 working within the ACT public service. The principles of engineering support each of the wellbeing domains in the Wellbeing Framework and the quality of life of Canberrans. The role engineers play support all sectors of the ACT community.
