Delayed Implementation of the Public Unleased Land Road and Pathway Closure Fees

Cabinet agreed to delay the implementation date for the new public unleased land road and pathway closure fees to 1 July 2026.

The proposed delay of the implementation for the new public unleased land road pathway closure fees to 1 July 2026, allows for appropriate industry consultation allowing developers and their proponents time to plan and budget for the new fees when implemented.

ACT Government Closed-Circuit Television (CCTV) Policy 2025 Review

The Security and Emergency Management Committee of Cabinet agreed to the ACT Government Closed-Circuit Television (CCTV) Policy 2025.

The purpose of this whole-of-government policy is to update the 2022 ACT Government Closed-Circuit Television (CCTV) Policy. This will ensure robust governance of CCTV is in place across the government that considers and applies human rights and information privacy obligations; supports the public safety and wellbeing across the ACT; and reflects the best practice established in the last 3 years of the policy’s implementation.

The continued implementation and update to whole of government CCTV policy signals the ACT Government’s commitment to ensuring improvements in the governance and management of CCTV systems and that the collection, use and disclosure of personal information meets the expectations of the community. Demonstrating this commitment builds trust and confidence in government and its institutions.

ACT Counter Terrorism Framework

The Security and Emergency Management Committee of Cabinet agreed to the ACT Counter Terrorism Framework (the Framework). The Framework has been developed to outline how the ACT executes the responsibilities required of it under the National Counter-Terrorism Plan and provides the government with a strategic position on countering the threat of terrorism in the ACT.

The ACT Counter Terrorism Framework will benefit all Canberrans in the Safety wellbeing domain.

Further Government negotiating position on proposed options regarding the Multi-Employer Agreement for the Community Sector

Cabinet agreed a submission regarding the move towards parity of conditions with the ACTPS for workers who would be covered by the MEA.

Increased conditions will increase living standards for those workers and their families, who work in traditionally lower paid industries.

Third NARCliM MoU

Minute Number: 25/386/CAB

Cabinet agreed to the City and Environment Directorate, on behalf of the ACT Government, entering into a third Memorandum of Understanding with NSW to extend the ACT’s existing partnership in the NSW and Australian Regional Climate Modelling (NARCliM) project.

The proposal will have a strong positive impact on the primary Wellbeing domain of Environment and Climate and other domains by providing critical climate projection data that is essential to inform effective climate risk management and adaption planning.

Government Response to Petition 006-25 - Inquiry into the Prevention of Family Violence in the ACT

Cabinet agreed to the Government’s response to petition E-PET-006-25 “Inquiry into the Prevention of Family Violence in the ACT”.

The Government response to not support an inquiry ensures the focus of the ACT Government remains on the delivery of the significant work program underway to address domestic, family, and sexual violence, and support victims’ rights in parole processes and sentence management. This aligns with the wellbeing domains of Governance and institutions, Safety, and Health.

Government Response to Petitions E-PET 015-25 and PET 026-25 regarding Libraries ACT and national standards

Cabinet agreed to the Government Response to petitions E-PET 015-25 and PET 026-25 regarding Libraries ACT and national standards.

The ACT Government has provided a response to petitions E-PET -15-25 and E-PET 025-25 continuing with its commitment to keeping the community informed of actions being taken to improve consistency of library service delivery.

Government Response to Petitions E-PET-009-25 and PET-024-25 - Repair the Wanniassa Hills Fire Trail

Cabinet agreed to the Government response to petitions E-PET 009-25 and 024-25 regarding the repair of the Wanniassa Hills Fire Trail.

The ACT Government takes flood management and public safety seriously and will rectify maintenance issues based on risk.

ACT Government Response to ACT Auditor-General’s Report No. 1 of 2025 - Management of the Growing and Renewing Public Housing Program

Cabinet agreed to the Government Response to the Auditor-General’s Report No.1 of 2025 – Management of the Growing and Renewing Public Housing Program.

Through the Growing and Renewing Public Housing Program, the Government will ensure the continued and expanded provision of social housing to those most in need.

Nature Conservation Strategy and Act Reform

Cabinet agreed to the principles that will underpin the next ten-year Nature Conservation Strategy being prepared pursuant to the Nature Conservation Act 2014.

The refresh ACT’s Nature Conservation Strategy as the ACT’s key policy document will guide and inform the work of the ACT Government and broader environment community to protect, conserve and enhance nature in the ACT.
