Project update
The Raising London Circuit project has now reached practical completion.
New walking paths and dedicated cycle lanes are open on London Circuit between Constitution Avenue and Edinburgh Avenue. An additional 120 parking bays in the City Hill car park have also reopened.
London Circuit east between Commonwealth Avenue and Constitution Avenue, including the new at-grade intersection between London Circuit East and Commonwealth Avenue, reopened to on-road traffic in May 2025.
London Circuit west remains closed to on-road traffic to enable construction works for Light Rail Stage 2A. Signage is in place to safely detour the community around all works in the area as required.
Project overview
This major road project raised London Circuit by six metres to create a level intersection at Commonwealth Avenue.
It will make Canberra a more connected, sustainable and vibrant place to live and provides an important foundation for extending light rail to Woden.
The new intersection provides a more pedestrian and cyclist-friendly environment, improving active travel across the city and offering safer and more direct connections from the city to the lake.
The project also included landscaping improvements and new tree plantings, providing shade, encouraging biodiversity, and making the area a more attractive place to walk and cycle.
Around 60,000 cubic metres of fill (material primarily consisting of soil) was used to raise London Circuit. The fill was collected from other construction sites undertaking excavation. All fill material was approved by ACT EPA prior to importation to site and rigorously tested for contaminated materials and to ensure it meets the engineering requirements.
The two western cloverleaf ramps were removed, opening up new land for development.
