Stage 2A City to Commonwealth Park
Light rail to Commonwealth Park construction has started and works are ramping up to build this once in a generation asset for Canberra.
From 5 February 2025 the entire western side of London Circuit closed to regular traffic with the exception of some movement from West Row, through London circuit, to Knowles Place onto Edinburgh Avenue. It will remain closed for the duration of construction.
From Wednesday 12 March sections of London Circuit east, between Northbourne Avenue and Theatre Lane closed to motorists and on-road cyclists.
These closures will allow for the relocation of underground services to begin. London Circuit east will reopen to traffic in 2026 following streetscape improvements to the area.
Additionally, Northbourne Avenue will also be reduced to two lanes each way between Alinga Street and Vernon Circle.
What you will see
- fencing installed around London Circuit west and east
- construction teams removing existing street assets on London Circuit in readiness for construction. This includes bike racks, water fountains, park benches, light poles and public art
- start of utilities in the ground removed and relocated.
Impacts to expect
- sections of London Circuit west and east closed to motorists and cyclists
- there will be noise from machinery during construction.
Access maintained on London Circuit
- access is maintained to businesses along London Circuit west and east and wayfinding signs are in place to assist customers
- variable Message Signage are in place around the city to alert approaching drivers about the closures
- access to Knowles Place north and Odgers Lane will be maintained for motorists and cyclists
- access to London Circuit east will remain open for buses and for delivery drivers accessing Verity Lane
- pedestrian and wheelchair access is maintained along and across London Circuit. Cyclists and e-scooter users should travel carefully in the area and reduce their speed
- access is maintained to the city bus and light rail interchange.

Moving around the City Centre
More communications material will be released throughout the life of the project as construction activity increases. This will include regular updates about the construction program and how to make your movements around the city as smooth as possible.
Access is maintained to the city bus and light rail interchange.
Apps including Parkopedia and EasyPark also provide practical information on parking choice within the City Centre.

Construction site compounds
With an alignment of 1.7km, the Stage 2A footprint is large and requires multiple site compounds to fully support the project and its hundreds of workers.
These are temporary facilities set up on or near a construction site and used to support the daily operations of a construction project.
Most compounds house site offices, store machinery, equipment, tools and materials, and provide amenities for workers such as toilets, kitchens and break rooms.
A number of construction compounds have been established across the city to support the construction of light rail.
Acton Waterfront compound
The Acton Waterfront compound is located off Commonwealth Avenue, this construction compound has already been established. This was established in November 2024.

City West compound (near ANU)
The City West compound is located at the City West Bus Layover area, between University Avenue, Marcus Clarke Street and Allsop Street. This construction compound has already been established. This was established in November 2024.

Alternative parking will be available across other ANU locations, including, off Childers Street (multiple locations) and Ellery Crescent.
Private parking is also available at Knowles Place (Wilson) and Allsop Street (Secure).
City Hill compound
The City Hill compound is located on the corner of London Circuit and Constitution Avenue. This construction compound has already been established. This was established in January 2025.

Flynn Drive West site area – to be established February 2025
The Flynn Drive West site area is located in the cloverleaf next to Albert Hall.

Tree removal to facilitate construction
Some tree removal is needed to facilitate the light rail’s construction. As many trees as possible were retained and at project completion, more than twice as many new mature trees will be planted to replace the trees removed.
Ongoing construction notifications
- Our standard construction work hours are Monday to Friday 7am to 6pm and on Saturdays between 7am and 1pm.
- Low noise activities will take place between 6pm and 8pm and 6am and 7am. Activities will include moving materials, inspecting machinery, conducting pre-start meetings, cleaning work areas, removing temporary fencing and placing bollards.
- Some oversized deliveries are required to be made at night due to road restrictions. These oversized trucks will come into the closure area or compound and will be unloaded before the truck leaves.
- Upkeep of landscaping at Vernon Circle will take place between 7am and 6pm on one Saturday each month. During this work there may be lane closures and traffic control in place around the area.
- Graffiti removal and fencing maintenance will be done around the site between 6pm and 7am, Monday to Friday, and 6am and 6pm on Saturdays.
