ACT Fire and Rescue Enterprise Agreement Negotiations

Cabinet agreed the parameters for an interim ACT Fire and Rescue Enterprise Agreement.

The proposal will have a positive wellbeing impact for employees of ACT Fire and Rescue and will strengthen the ACT as an employer of choice for people seeking a career in Emergency Services.

Murray Darling Basin and Upper Murrumbidgee Federation Funding Agreement Schedules

Cabinet agreed the Minister for Water, Energy and Emissions Reduction finalise, with the Chief Minister any minor amendments to the Federation Funding Agreement schedules ‘Implementing Reforms in the Murray-Darling Basin’ and ‘Restoring the Upper Murrumbidgee River’ prior to providing ACT agreement to each schedule.

Wellbeing impacts across the environment and climate domain will be met through implementation of the agreed funding schedules. Secondary benefits to identity and belonging, governance and institutions, and social connection are expected as indirect and sustained impacts.

Government Response to the Sexual Assault (Police) Review Final Report

Cabinet agreed funding allocations for implementation of five recommendations of the Sexual Assault (Police) Review Report; and the Minister for the Prevention of Domestic and Family Violence table the Government Response to the Sexual Assault (Police) Review Report in the ACT Legislative Assembly.

The Wellbeing Impact Assessment identified the proposal is likely to have a positive impact in the Safety and Governance and Institutions wellbeing domains by outlining the actions the Government will take in response to the recommendations of the Sexual Assault (Police) Review Report to improve criminal justice responses to sexual violence.

Reducing harm from electronic gaming machines while supporting sustainable clubs

Cabinet agreed to establish an independent inquiry to examine and make recommendations about establishing a comprehensive club industry revenue transition plan. Subject to the outcome of the 2024 ACT Election, the inquiry will commence before the end of 2024 and aim to report to the government by 1 July 2025. Cabinet also agreed to extend the Electronic Gaming Machine ‘shutdown period’ to the hours between 2 am to 10 am commencing no earlier than 1 January 2025.

Reducing gambling harm reduction will have a positive wellbeing impact in the Canberra community by reducing immediate harm to problem gamblers and their families, reducing intergenerational problem gambling, supporting more effective gambling regulation, and assisting in crime prevention and investigation. This proposal has wellbeing impacts on the health, economy and governance and institutions domains.

Condolence Motion – Terry Snow AM

Cabinet agreed the Chief Minister move a motion of condolence for Mr Terry Snow AM in the ACT Legislative Assembly.

Under the requirements of the ACT Government Cabinet Handbook, no Wellbeing Impact Assessment was required for this item.

Ministerial Statement – Attendance at the 2024 Corrective Services Ministers Conference in Auckland, New Zealand

Cabinet agreed the Minister for Corrections and Justice Health table a Ministerial Statement titled ‘Attendance at 2024 Corrective Services Ministers Conference in Auckland, New Zealand’ in the ACT Legislative Assembly.

The tabling of the Ministerial Statement will have a positive impact on the Governance and Institutions domain by demonstrating the ongoing cooperation between the ACT and other participating jurisdictions towards improving corrective services delivery and outcomes for staff, detainees and the broader community.

Cabinet agreed the Minister for Fire and Emergency Services table the Government’s Response to the Standing Committee on Public Accounts Report No.23 on its Inquiry into Auditor-General’s Performance Audit Reports January-June 2023 in the ACT Legislative Assembly.

The purpose of this response is to acknowledge the Government’s commitment to addressing the recommendations made by the Standing Committee on Public Accounts, the main wellbeing impact is in the governance and institutions domain.

Disaster Resilience Strategy

Cabinet agreed the Disaster Resilience Strategy to provide an overarching framework for building resilience to disasters across all parts of society in the ACT.

The Disaster Resilience Strategy will have a positive impact on the safety of all Canberrans by improving the ability of the ACT to resist, manage and recover from the effects of disruptive events. It enables improved community networks and capacity to cope with adverse events and minimises the impact of disasters on our people, assets, infrastructure, ecosystem, economy, and services.

Children and Young People Amendment Bill 2024 (No 3) - Project Closure

Cabinet agreed the Minister for Children, Youth and Family Services tabling a draft of the Children and Young People Amendment Bill 2024 (No 3) in the ACT Legislative Assembly.

Tabling the draft Children and Young People Amendment Bill 2024 (No 3) represents substantial progress on child and youth protection reform. The Bill, if implemented, would have positive wellbeing impacts across three domains: governance and institutions, social connection, and identity and belonging. Stakeholders have been closely consulted in the development of the draft Bill and its release will provide an opportunity for all parties to consider progress to date and to provide feedback to the incoming government following the 2024 election.

Government Response to Petitions E-PET-014-24 & PET 025-24 – Gordon Playing Fields

Cabinet agreed the Minister for Sport and Recreation provide the response to Petitions E-PET-014-24 & PET-025-24 Gordon Playing Fields to the Clerk of the ACT Legislative Assembly for tabling.

The rebuilding of the pavilion at the Gordon Playing Fields will have a short-term negative impact on wellbeing through disruption to the principal user groups of the playing fields while works are undertaken. Once works are completed in September 2024, full functionality will be returned to the site.

Government Response to Petition E-PET-022-24 – CCTV and secure bike parking at Phillip Avenue light rail stop

Cabinet agreed the Minister for City Services provide the Government Response to Petition E-PET 022-24 regarding CCTV and secure bike parking at Phillip Avenue light rail stop to the Clerk of the ACT Legislative Assembly for tabling.

The ACT Government recognises that bike parking facilities support the use of public transport and active travel supporting the access and connectivity domain.

Guiding Best Practice Design and Delivery Update
