Registration Standards Advisory Board

The Registration Standards Advisory Board (RSAB) oversees the Non-government School Registration Standards (the Standards).

This is a requirement under the Education Act 2004 (the Act).

The Standards outline the obligations and compliance requirements for non-government school principals and proprietors in 4 key areas:

• governance
• educational courses and educational programs
• safety and welfare
• other requirements for operation.

Functions of the RSAB

The functions of the RSAB, as outlined under Section 76 of the Act, are:

• to advise the Minister for Education and Youth Affairs (the Minister) about whether applications to register non‑government schools meet the criteria for registration
• to assist the Registrar of Non-government Schools (the Registrar) in developing annual registration review programs, including identifying registered schools for registration reviews and areas of focus for registration reviews
• to advise the Minister on matters relating to the registration standards, including matters arising from registration reviews
• to assist the Registrar in advising the Minister about proposed regulatory action against registered schools
• to advise the Minister about potential improvements to the registration standards
• any other function given to the board under this Act or another territory law.

The RSAB consists of the following members appointed by the Minister:

• a chair
• at least one but not more than 3 members chosen by the Minister
• one member nominated by the Director-General, Education Directorate
• one member nominated by the Association of Independent Schools of the ACT (AIS)
• one member nominated by Catholic Education, Archdiocese of Canberra and Goulburn (CECG).
