ACT Government Response to Commonwealth Electronic Surveillance Reform Discussion Paper

Cabinet agreed to a response on behalf of the ACT Government to the Australian Government’s Electronic Surveillance Reform Discussion Paper.

The proposed Commonwealth reform will affect the wellbeing safety domain by changing the electronic surveillance options available to ACT Policing in their investigation of serious offences. The reform will also affect the governance and institutions wellbeing domain through potential impact on human rights and trust in government.

Urban Forest Bill 2022 – agreement to release exposure draft and commence consultation

Cabinet agreed to consult with industry and the community on an exposure draft of the Urban Forest Bill 2022.

The Urban Forest Bill is expected to positively impact the wellbeing of the Canberra community through establishing a tree management and protection system which supports and enhances the Territory’s liveability and promotes the wellbeing of Canberra’s residents. It will have wellbeing impacts across the environment and climate, health, living standards, identity and belonging, safety and social connection wellbeing domains.

Security and Emergency Management Senior Officials Group (SEMSOG) Chair Report

The Security and Emergency Management Committee agreed the ACT Government provide the ACT’s Royal Commission into National Natural Disaster Arrangements Implementation Update for March 2022 to the Commonwealth Government.

Under the requirements of the ACT Government Cabinet Handbook, no Wellbeing Impact Assessment was required for this item.

COVID-19 Rapid Antigen Tests in ACT Education Settings

Cabinet agreed to the implementation model for use of Rapid Antigen Tests in ACT education settings for Term 2, 2022.

A Wellbeing Impact Assessment was not prepared for this item given the time imperatives of the COVID-19 pandemic.

Government position – Corrections Management Amendment Bill 2021 (Private Member’s Bill)

Cabinet agreed the Government position on the Corrections Management Amendment Bill 2021 (Private Member’s Bill).

The Government position on the Corrections Management Amendment Bill 2021 impacts the governance and institutions wellbeing domain. In not supporting the Bill, the Government position supports trust in government by carefully assessing the need for legislative reform.

  • Suburban Land Agency Board Appointments (Minute Number: 22/220/CAB)
  • Public Sector Workers Compensation Fund Advisory Committee – Appointments (Minute Number: 22/254/CAB)
