Commonwealth Avenue / NCA Bridge Renewal Project Update

Cabinet agreed a preferred position regarding lane configurations for the Commonwealth Avenue Bridge Renewal project and that the ACT Government advocate to the National Capital Authority (NCA) for this position to be incorporated in their Temporary Traffic Management Plan (TTMP) for the project.
The disruptions along Commonwealth Avenue may affect the community’s access to services and confidence in transport. Efforts will be made to support the continuity of Rapid Routes and to keep the community informed of any changes, with the aim of minimising potential impacts where possible. The ACT Government will advocate to the National Capital Authority for temporary bus-prioritisation and emergency services measures along Commonwealth Avenue.
Education - School Budgets and Cost Pressures

Cabinet agreed work be undertaken to address ACT Public School system cost pressures relating to the 2025 and 2026 school years.
The main wellbeing impact of this submission is education and life-long learning. Cost pressures identified relate to education service delivery as they have been primarily driven by increased resource requirements for students with complex individual needs and students with disabilities as well as workforce issues.
ACTPS Enterprise Bargaining Pay Offer Cost Modelling

Cabinet agreed to a common core wage offer.
The wellbeing impacts of the common core wage offer across the ACTPS are primarily in the area of economic impacts and living standards across all cohorts.
Libraries ACT - Independent Working Group Report - Proposed Approach to the Recommendations

Cabinet noted the commitment to progressing the recommendations of the Libraries ACT - Independent Working Group Report and agreed to the proposed implementation approach.
The implementation of the recommendations from the Libraries ACT - Independent Working Group Report can positively impact the domains of Governance and Institutions and Access and Connectivity.
Oaks Estate Strategic Plan

Cabinet agreed to the Oaks Estate Strategic Plan.
The Oaks Estate Strategic Plan has been developed in consultation with the Oaks Estate community to holistically address problems that are entrenching Oaks Estate residents in disadvantage including planning actions to take in the weeks, months and years ahead.
Social Housing Energy Performance Initiative Expansion Federation Funding Agreement

Cabinet agreed to enter into a Federation Funding Agreement to provide funding to deliver renewable energy generation and storage on social housing properties.
The proposed energy upgrades will provide positive wellbeing impacts across the Housing and Home, Environment and Climate, and Living Standards wellbeing domain.
Dickson Working Group - Assembly Resolution of 6 March 2025 - Government Progress Report

Cabinet agreed to the Government’s progress report on the activities of the Dickson Working Group being tabled in the Legislative Assembly, in line with the Assembly Resolution of 6 March 2025. The progress report outlines key activities and actions across Government to support Dickson residents and businesses and enhance the Dickson shopping precinct.
The release of the progress report on improvements to the Dickson shopping precinct is expected to have a positive impact on public trust and confidence in Government to listen to community concerns, act swiftly, and provide details in a transparent manner (Governance and institutions). The work outlined in the progress report to support Dickson residents and enhance the shopping precinct will have significant positive impacts across a range of wellbeing domains, including Safety, Access and connectivity, Economy, Health, and Housing and home.

Cabinet agreed to the proposed Government Response to the Assembly resolution of 4 March 2025 – Fossil fuel and gambling industries sponsorship in schools – Prevention and transition from.
The Government Response has a positive impact in the domains of education, lifelong learning and safety and contributes to safe learning environments and positive wellbeing outcomes for students and the community.
Ministerial Statement - Response to Assembly Resolution - NDIS Foundational Supports

Cabinet agreed to the Minister for Disability, Carers and Community Services making a Ministerial Statement in response to the 24 September 2025 Assembly Resolution on ACT implementation and reporting on Foundational Supports.
The Ministerial Statement is expected to have positive wellbeing impacts on people with disability in the ACT, including on children with disability, their cares and families. Foundational supports and in particular Thriving Kids is expected to have positive wellbeing impacts in the health domain through ensuring children get the best start in life. This reform is also expected to have positive wellbeing impacts in the education and life-long learning and access and connectivity domains by ensuring access to improved early intervention supports and better outcomes for children. The Ministerial Statement will provide clarity and assurance around the ACT Government’s implementation and reporting commitments on Foundational Supports and Thriving Kids, and, as such, realising the associated positive wellbeing benefits this will entail.
ACT Brumbies Performance Partnership Agreement

Cabinet agreed to the Minister for Economic Development finalising a two-year agreement with the ACT Brumbies.
The ACT Brumbies will have a positive impact on the economy by creating economic activity through the delivery and hosting of locally based Rugby, both men’s and women’s, sporting content. Home games played in the ACT deliver broader economic benefits to the Territory through direct employment, match day related activity, community development activities and tourism.
