Summary of Cabinet outcomes
As part of the ACT Government’s Open Government commitment, this document is a public summary of matters considered by Cabinet. It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet. Among the matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government’s executive privilege.
Committees of Cabinet
Prior to Cabinet meeting, a meeting of the Urban Development Committee was held. Relevant officials joined with Ministers to discuss matters of development and planning significance.
Land Development Agency Governance Arrangements
Cabinet agreed to the proposed Statement of Governance Arrangements for the Land Development Agency (LDA). The Statement included an outline of the functions of the LDA’s Board as well as the Board’s Chief Executive Officer
Cabinet also agreed to the Statement of Government Policy for 2011-12, which reaffirms key Government objectives and deliverables for the LDA.

ACT Government Response to the Human Rights Commission’s report The ACT Youth Justice System 2011
Cabinet agreed the Government’s response to the Human Rights Commission’s report The ACT Youth Justice System 2011. The response provides Government agreement, or agreement in principle, to 189 of the 224 recommendations. A further 29 recommendations were noted by Cabinet and 6 recommendations were not agreed.
Cabinet agreed to a Blueprint for Youth Justice in the ACT being developed, consistent with the Government’s response to the Report, and released as part of the 2012-13 Budget process.
Government Position on the Crimes (Sentencing) Amendment Bill 2011
Cabinet agreed the Government’s position to not support the Amendment Bill on the basis that the review proposed in the Bill would be highly resource intensive and would require the establishment of a sentencing database to capture historical sentencing information. The funding required to establish the database would require the Justice and Community Services Directorate to make significant changes to its core activities.
Evidence (Consequential Amendments) Bill 2011
Cabinet agreed the Bill, which makes non-controversial, minor and technical amendments to give effect to the Model Uniform Evidence Legislation agreed by the Standing Committee of Attorneys-General.
Appointments
Cabinet agreed to endorse the following appointments:
Canberra Institute of Technology Advisory Council
Mr Brendan Church as a part time member until 31 October 2014.
Youth Advisory Council
The re-appointment of Ms Jema Williams and Mr Jeremy Gallant as part time position holders for the period of one year commencing October 2011 until October 2012.
