Summary of Cabinet outcomes

As part of the ACT Government’s Open Government commitment, this document is a public summary of matters considered by Cabinet.  It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet.  Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy.  Nothing in this document can be considered a waiver of the Government’s executive privilege.

Committees of Cabinet

A Budget Committee of Cabinet meeting was convened.  Treasury officials joined with Ministers to discuss matters of fiscal significance.

A meeting of the Capital Metro Sub-Committee of Cabinet was convened.  Ministers joined with officials to discuss key elements to support the effective development and delivery of the Capital Metro project.

Government Submission to the Standing Committee on Public Accounts

Cabinet agreed the Government submission to the Standing Committee on Public Accounts in relation to the Auditor General’s Report No. 10 of 2012: 2011-12 Financial Audits.  The Auditor General’s Report is available here.  The Public Accounts Committee will table the Government Submission in the Legislative Assembly following consideration.

Road Transport Legislation

Cabinet agreed the Road Transport Legislation Amendment Bill 2013, to facilitate new flexible payment options for paying traffic and parking fines. The Bill was tabled in the Legislative Assembly on 21 March 2013.  The Bill and Explanatory Statement are available on the ACT Legislation Register

Monitoring of Place of Detention (Optional Protocol to the Convention Against Torture) Bill

Cabinet agreed the Monitoring of Places of Detention (Optional Protocol to the Convention Against Torture) Bill 2013.  The Bill satisfies the ACT’s commitments in terms of permitting officials from the United Nations Subcommittee on Prevention of Torture to visit ACT detention facilities, in line with the national model Bill.  The Bill was tabled in the Legislative Assembly on 21 March 2013.  The Bill and Explanatory Statement are available on the ACT Legislation Register

Government Response to ACT Law Reform Advisory Council Report

Cabinet agreed the Government Response to the ACT Law Reform Advisory Council Report, Beyond the Binary: legal recognition of sex and gender diversity in the ACT.  The Government Response was tabled in the Legislative Assembly on 19 March 2013.  The Law Reform Advisory Council Report, Government Response and summary of recommendations are available here http://www.justice.act.gov.au/page/view/564/title/previous-inquiries

Government Position on Executive Members Business

Cabinet agreed the Government Position on Executive Members Business, Gaming Machine Amendment Bill 2013.  As the proponent of the Bill, Minister Rattenbury excused himself from Cabinet’s discussion of the Government’s Position, pursuant to the 8th Assembly Parliamentary Agreement. Minster Rattenbury’s Bill was debated and passed with Government amendments on 21 March 2013.

Appointments

Cabinet agreed to endorse the following appointments to the Ministerial Advisory Council on Women:

Ms Ruth Pitt; and 
Ms Julia Gilchrist

Cabinet agreed to endorse a proposed appointment to the Architects Board, subject to Standing Committee consultation.
