5 May 2014 - Summary of Cabinet Outcomes
As part of the ACT Government’s Open Government commitment, these are public summaries of matters considered by Cabinet. They are not intended to be a detailed set of minutes and do not cover all matters considered by Cabinet. Among the matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government’s executive privilege.
Committees of Cabinet
A Budget Committee of Cabinet meeting was convened. Treasury officials joined with Ministers to discuss matters of economic and fiscal significance.
Transformational service advice: Reforms and Implementation
Cabinet agreed to endorse ACT Government Directorates to implement transformational service reforms to achieve widespread positive social, economic and environmental impacts across the services delivered by the ACT government.
Government submission to the Commonwealth’s proposed amendments to the Racial Discrimination Act 1975
Cabinet agreed to the ACT Government submission to the Commonwealth Attorney-General’s community consultation on the exposure draft of the Freedom of Speech (Repeal of S.18C) Bill 2014. Cabinet agreed that the Attorney-General provide the ACT Government submission
to the Commonwealth. A copy of the submission can be found here. Cabinet also agreed that the ACT become a signatory to the Australian Human Rights Commission ‘Racism. It Stops With Me’ campaign.
Holidays Amendment Bill 2014
Cabinet agreed to introduce the Holidays Amendment Bill 2014 which amends the Holidays Act 1958 to make 1 January, 25 and 26 December public holidays in their own right and ensure that when any of these days fall on a weekend, there is an additional public holiday on the following Monday or Tuesday (as appropriate).

Disability Services (Service Providers) Amendment Bill 2014
Cabinet agreed to introduce the Disability Services (Service Providers) Amendment Bill 2014 which amends the Disability Services Act 1991 to ensure that safeguards are maintained and new and existing specialist disability services are held to the same standards as they currently are during the trial of the National Disability Insurance Scheme. Territory and Municipal Services Legislation Amendment Bill 2014 (No1)
Cabinet agreed to introduce the Territory and Municipal Services Legislation Amendment Bill 2014 (No 1) to makes minor and technical amendments to the following legislation:
- Animal Diseases Act 2005;
- Domestic Animals Act 2000 and Magistrates Court (Domestic Animals Infringement Notices) Regulation 2005; and
- Public Unleased Land Act 2013.

Ministerial Statement – Additional Facilities at the Alexander Maconochie Centre
Cabinet agreed to the Minister for Corrections making a ministerial statement on proposed development and construction of additional facilities at the Alexander Maconochie Centre. The statement will be available in Hansard

Appointments
Supreme Court – Acting Judges
Cabinet agreed to endorse the appointment of four fulltime acting Judges of the Supreme Court for one year.
Special Magistrates Appointment
Cabinet agreed to endorse appointments for part-time Special Magistrates for a period of three years.
Children and Young People Commissioner
Cabinet agreed to the re-appointment of Mr Alasdair Roy as the full-time Children and Young People Commissioner for a period of one year.
Omnibus of appointments – Education and Training Portfolio
Cabinet agreed to endorse appointments of several members to the Government Schools Education Council, Non-government Schools Education Council and Building Construction Industry Training Fund Authority, subject to consultation with the Standing Committee on Education, Training and Youth Affairs.
