Summary of Cabinet Outcomes for 16 November 2015
As part of the ACT Government’s Open Government commitment, this document is a public summary of matters considered by Cabinet. It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet. Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy. Update on the ACT Government’s response to the issue of Mr Fluffy Loose Fill Asbestos 1 July – 30 September
Cabinet noted a quarterly update on the ACT Government’s response to the issue of Mr Fluffy Loose Fill asbestos, and agreed the response be tabled in the Legislative Assembly.
Government Response to Expert Panel Report: Students with Complex Needs and Challenging Behaviour
Cabinet endorsed the Government’s response to the report of the Expert Panel on Students with complex needs and challenging behaviour. Cabinet agreed the response be tabled in the Legislative Assembly.
Government response to the Standing Committee on Public Accounts Inquiry into elements impacting on the future of the ACT clubs sector
Cabinet endorsed the Government’s response to the Standing Committee on Public Accounts report on the Inquiry into elements impacting on the future of the ACT Clubs’ sector.
Extension of the National Injury Insurance Scheme (NIIS) to workers
Cabinet considered the issue of a national injury insurance scheme for workplace injuries. The scheme would extend lifetime medical care to people who suffer catastrophic injuries at work. Cabinet agreed to further work being progressed.
Amendments to the Transplantation and Anatomy Act – Coronial consent for organ donations and schools of anatomy
Cabinet agreed to amendments being drafted to facilitate organ donation during the coronial process. Cabinet noted that the matter will be brought back for further consideration.
Government Response to the Review of the first Wind Auction
Government endorsed a response to the Review of the first Wind Auction, conducted under the Electricity Feed-in (Large Scale Renewable Energy Generation) Act 2011.
Planning, Building and Environment Legislation Amendment Bill 2015 (No. 2)
Cabinet endorsed the Planning, Building and Environment Legislation Amendment Bill 2015 (No. 2) for tabling in the Legislative Assembly. The Bill makes technical amendments to planning legislation.
ACT Mature Workforce Strategy – Illawarra Retirement Trust Foundation: Statement of Intent
Cabinet endorsed the ACT Mature Workforce Strategy, Statement of Intent for tabling in the Legislative Assembly.
Multicultural Framework 2015–2020
Cabinet endorsed the multicultural framework 2015–2020, and agreed it be tabled in the Legislative Assembly.
Crimes (Sentencing and Restorative Justice) Amendment Bill 2015
Cabinet agreed the Crimes (Sentencing and Restorative Justice) Amendment Bill 2015 be introduced in the Legislative Assembly. The Bill will make amendments to facilitate the management of intensive corrections orders.
Protection of Rights (Services) Legislation Amendment Bill 2015
Cabinet endorsed the Protection of Rights (Services) Legislation Amendment Bill 2015, and agreed it be tabled in the Legislative Assembly. The Bill will make amendments to establish a new rights protection framework for the ACT.
Health Legislation Amendment Bill 2015 (No. 1)
Cabinet endorsed the Health Legislation Amendment Bill 2015, and agreed it be tabled in the Legislative Assembly. The Bill contains a series of amendments to improve and clarify health legislation.
ACT Private Sector Worker’s Compensation Scheme: Workers’ Compensation Amendment Bill No. 1 (2015)
Cabinet endorsed the Workers Compensation Amendment Bill 2015, and agreed it be tabled in the Legislative Assembly. The Bill amends the Workers Compensation Act 1951 to require workers’ compensation self-insurers and employers paying an annual workers’ compensation premium in excess of $200,000 to appoint one or more trained ‘return to work coordinator’, and empowers WorkSafe Inspectors to enter workplaces to carry out workers’ compensation duties without the prior consent of the employer.

Appointments
Cabinet endorsed proposed appointments to the Firearms Consultative Committee and the Professional Standards Council.
Cabinet Secretary
