Summary of Cabinet outcomes

As part of the ACT Government's Open Government commitment, this document is a public summary of matters considered by Cabinet.  It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet.  Among the matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation as well as matters that would impact personal privacy, security and the ACT economy.  Nothing in this document can be considered a waiver of the Government's executive privilege.

Climate Change Impact Assessment

Cabinet agreed to release its Climate Change Impact Assessment Discussion Paper for three months of public consultation.  The Discussion Paper outlines a proposed approach for the Government to assess climate change impacts associated with policy proposals.  The assessment will form part of the Triple bottom Line framework and provide an effective evaluation mechanism for reviewing policy proposals against the backdrop of the Government's target of carbon neutrality.

ACT Government Submission to the Australian Government GST Distribution Review

Cabinet agreed the ACT Government's Submission to the Australian Government GST Distribution Review.  The Submission highlights the importance of Horizontal Fiscal Equalisation in delivering equity to residents of all States and Territories and recommends some improvements that can be made to the existing system.

ACT Government Submission to the Select Committee Inquiry into ACT Supermarket Competition

Cabinet agreed the ACT Government's Submission on the ACT Legislative Assembly Select Committee Inquiry into ACT Supermarket Competition Policy.  The Submission has not been publicly released and ownership rests with the Committee.

National Bushfire Management Policy Statement for Forests and Rangelands

Cabinet agreed to endorse the National Bushfire Management Policy Statement for Forests and Rangelands.  The Policy Statement has been developed, in part, as a supplementary response to COAG's National Inquiry on Bushfire Mitigation and Management.  It promotes overarching national strategic objectives, governed by shared principles, yet retains flexibility for jurisdictions to determine their own bushfire management policies.

Direct Sale to Morshead Home for Veterans and Other Aged Persons

Cabinet agreed Morshead Home for Veterans and Other Aged Persons is eligible to apply for a direct sale of Block 8 Section 85 Kaleen for the development of a residential care facility. A map of the subject land is available on the Environment, Planning and Sustainable Development Direcotroate Website Cabinet agreed that community consultation be undertaken during the design phase.

ACT Volunteer Policy

Cabinet agreed to the ACT Volunteer Policy.  The Policy recognises the benefits, opportunities and requirements associated with volunteering.  It represents a central point of reference volunteering in the ACT.  The Policy has been developed to support the National Volunteering Strategy and will be publicly released later this year.

National Disability Strategy Champion Ministers

Cabinet noted the ACT's commitment to the National Disability Strategy which recognises and promotes the disability agenda across mainstream services and programs.  The Chief Minister nominated herself as the ACT's Disability Champion Minister.
