Summary of Cabinet outcomes
As part of the ACT Government's Open Government commitment, this document is a public summary of matters considered by Cabinet. It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet. Among the matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government's executive privilege.
Committees of Cabinet
Prior to Cabinet meeting, meetings of the Budget and Urban Development Committees were held. Officials joined with Ministers to discuss matters of significance.
Food Labelling Law and Policy Review
Cabinet agreed the proposed ACT position on the report Labelling Logic – Review of Food Labelling Law and Policy (2011). The Report is available on the Review of Food Labelling Law and Policy Website

The ACT position will be finalised at the Australia New Zealand Food Regulation Ministerial Council meeting in December 2011.
Direct Sale to Billabong Aboriginal Development Corporation
Cabinet agreed the Billabong Aboriginal Development Corporation is eligible to apply for a direct sale of Block 1420 Belconnen for the development of an outdoor education establishment. Weathering the Change Action Plan II
The Minister for Environment and Sustainable Development previously committed to the public release of the Weathering the Change Draft Action Plan 2 before the end of 2011. Cabinet agreed to the public release of the Action Plan for the purpose of community consultation. Young People's Plan Annual Report 2011
Cabinet agreed to the public release of the ACT Young People's Plan 2009-2014, 2011 Annual Progress Report. The Report details progress against key priorities identified in the Plan. A copy of the Report is available on the Community Services Directorate Website

Centenary of Canberra Report No 6
Cabinet noted the further update on major programs planned for the Centenary of Canberra project.
Implementation of National Quality Framework within ACT Public School Preschool Units and Childcare Settings
Transitional arrangements were put in place to implement the National Quality Framework (NQF) via the Education and Care Services National Law (ACT) Act 2011, passed by the Legislative Assembly and notified on 3 November 2011.
Cabinet noted the ACT's preparatory progress for implementing the NQF, due to commence staged implementation from 1 January 2012. Information on the implementation project is available on the Community Services Directorate Website

ACT- NSW Australian Capital Region Collaboration
Cabinet agreed to the Chief Minister signing the ACT – NSW Memorandum of Understanding (MoU) on Regional Collaboration. The MoU will replace the existing ACT –NSW Regional Management Framework signed in 2006. The MoU identifies priority action areas where interstate collaboration can optimise regional outcomes and improve service delivery to residents of both the ACT and surrounding NSW.

ACT Government Position on the Independent Review of the National Capital Authority
Cabinet agreed to an initial ACT Government position on the Independent Review of the National Capital Authority. The agreed position will form the basis for discussions between the Territory and the Commonwealth in developing a joint response to the Report.
Road Transport (General) Amendment Bill 2011
Cabinet agreed to introduce the Bill, which amends the Road Transport (General) Act 1999 and the Road Transport (Safety and Traffic Management) Act 1999. The Bill strengthens enforcement of road safety through amendments in relation to facially obscuring items and repeat offenders.
Intergovernmental Agreement on Energy Supply Industry Safety
Cabinet agreed to the Chief Minister, on behalf of the ACT, signing the Intergovernmental Agreement on Energy Supply Industry Safety. The main objectives of the Agreement are to improve labour mobility in emergency situations and reduce compliance costs for operators that work across jurisdictions.
Appointments
ACT Gene Technology Advisory Council
Cabinet agreed to endorse proposed appointments to the ACT Gene Technology Advisory Council subject to consultation with the Standing Committee on Health, Community and Social Services.
ACT Children and Young People Death Review Committee
Cabinet agreed to endorse proposed appointments to the ACT Children and Young People Death Review Committee subject to consultation with the Standing Committee on Education, Training and Youth Affairs.
