Summary of Cabinet Outcomes

As part of the ACT Government's Open Government commitment, this document is a public summary of matters considered by Cabinet.  It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet.  Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy.  Nothing in this document can be considered a waiver of the Government's executive privilege.

ACT Government Submission – National Bullying Inquiry

Cabinet agreed the Government Submission to the National Inquiry into Workplace Bullying be provided to the Commonwealth House Standing Committee on Education and Employment, which has been asked to report on the nature, causes and extent of workplace bullying and consider proposals to improve return to work outcomes and prevent bullying cultures developing.

Release of Amaroo Group Centre Supermarket Site

Cabinet considered the Government's policy position for the release of a supermarket site at the Amaroo group centre.  An aerial photograph of site and the Draft Estate Development Plan are available on the Economic Development Directorate Websiteimg-icn-extlink.

Kambah Master Plan and Consultation Report

Cabinet agreed to the Kambah Group Centre Master Planimg-icn-extlink prepared by the Environment and Sustainable Development Directorate.  The Master Plan provides guidance for development and redevelopment in the centre.  A Precinct Code will be prepared to incorporate the recommendations of the Master Plan. 
The Master Plan also recommends a number of improvements to the Group Centre and identifies new blocks for future release.  A summary of the community and stakeholder consultation is provided as part of the Plan.

Review of the Environment Protection Act

Cabinet agreed to the Terms of Reference for the review of the Environment Protection Act 1997 and to the public release of the Review of the Environment Protection Act 1997 Discussion Paper to facilitate public consultation for the review.  Further details can be found on the Environment and Sustainable Directorate websiteimg-icn-extlink.

Proposed Response on the Draft National Heritage Values of 'Canberra - The Planned National Capital'

Cabinet agreed the Government's Response to the Commonwealth's draft National Heritage values for the proposed listing of 'Canberra – the planned national capital'.  The response provides in-principle support for the proposed listing subject to further clarifications.

ACT Position on International Labour Conventions

Cabinet agreed to support the Commonwealth's proposal to ratify International Labour Organisation Conventions C129 – Labour Inspection (Agriculture) Convention 1969 and C138 – Minimum Age Convention 1973.  Convention C129 concerns the wages, conditions and safety of workers in the agriculture industry and Convention C138 deals with mechanisms used to protect the interests of children and young people in employment. Public Art

Cabinet noted an update on the installation of public art throughout the Territory during 2012.  A copy of the public art instalments for 2012 can be found on the artsACT websiteimg-icn-extlink.

Appointments

ACT Remuneration Tribunal

Cabinet agreed to endorse Mr James Smythe as a Member of the ACT Remuneration Tribunal.

ACT Local Hospital Network Council

Cabinet agreed to endorse three Member appointments to the ACT Local Hospital Network Council, subject to Standing Committee to consultation.

Cultural Facilities Corporation

Cabinet agreed to endorse three Member appointments to the Cultural Facilities Corporation, subject to Standing Committee to consultation.
