Summary of Cabinet outcomes

As part of the ACT Government’s Open Government commitment, this document is a public summary of matters considered by Cabinet.  It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet.  Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy.  Nothing in this document can be considered a waiver of the Government’s executive privilege.

Triple Bottom Line Assessment Revised Framework

Cabinet agreed that Triple Bottom Line assessments become a standing requirement of preparing Cabinet policy submissions (new policy or policy changes), commencing in March 2013.

The Framework aims to identify and integrate social, environmental and economic factors into the policy development cycle and the decision-making process by ensuring that decisions are informed by principles of sustainability.  The Framework incorporates assessment of climate change impacts for all Government Bills and major policy based on a scaled approach to cater for simple through to significant climate change impacts.  The Triple Bottom Line Assessment Framework can be found on the CMCD websiteimg-icn-extlink.

Taxation Administration Act Amendment Bill 2012

Cabinet agreed to draft an amendment to the Taxation Administration Act 1999.

ACT’s Final Submission to the GST Distribution Review

Cabinet considered and agreed to the ACT’s position on the GST Distribution Reviewimg-icn-extlink in order to provide a response to the Commonwealth by the end of July.

ACT Government Gungahlin Office

Cabinet considered various elements of the proposed ACT Government Office in Gungahlin.  The list of tenderers who were shortlisted in the Registration of Interest process is available on the Economic Development Directorate Websiteimg-icn-extlink.  The Gungahlin Office Site Plan is available on the Economic Development Directorate Websiteimg-icn-extlink.

University of Canberra – Business Case to Increase Borrowing Limit for First Tranche of New Student Accommodation Construction Program

Cabinet considered the Business Case to increase the borrowing limit of the University of Canberra (UC) for the development of on-campus student accommodation.

Road Transport Legislation Bill 2012 – Exposure Bill

Cabinet agreed to develop and release an Exposure Draft bill entitled Road Transport Legislation Amendment Bill 2012 which will amend the Road Transport (Alcohol and Drugs) Act 1977 and related legislation to introduce an alcohol ignition interlock program (Interlock Program).  Interlocks reduce the road safety risk posed by drink drivers to themselves and other road users by preventing them from driving while affected by alcohol.  The Exposure Draft Bill will be placed on the Legislation Registerimg-icn-extlink for consultation for ten weeks from July 2012 to September 2012.

Amendments to the Gaming Machine Amendment Bill and the Government Response to the Standing Committee on Public Accounts’ Inquiry

Cabinet considered a number of amendments to the Government’s Gaming Machine Amendment Bill.  Cabinet also considered the Government response to the ACT Legislative Assembly Standing Committee on Public Accounts’ inquiry into the Bill.
