Summary of Cabinet outcomes

As part of the ACT Government's Open Government commitment, this document is a public summary of matters considered by Cabinet.  It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet.  Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy.  Nothing in this document can be considered a waiver of the Government's executive privilege.

Government Response to the Post Implementation Review of the Land Rent Scheme

Cabinet agreed the ACT Government Response to the Post Implementation Review of the ACT Land Rent Scheme.  The Government Response is available on the Chief Minister and Treasury Directorate website.

Crimes (Sentencing) Amendment Bill 2013


Cabinet agreed to the Crimes (Sentencing) Amendment Bill 2013 which will make amendments to the Crimes (Sentencing) Act 2005.  These amendments will support efforts to reduce the time taken to finalise matters in ACT Courts. The Bill and Explanatory Statement will be available on the ACT Legislation Register following introduction in the ACT Legislative Assembly.

Criminal Code (Cheating at Gambling) Amendment Bill 2013

Cabinet agreed to the Criminal Code (Cheating at Gambling) Amendment Bill 2013 which makes amendments to the Criminal Code 2002 to introduce offences related to intentionally fixing the outcome of sporting and other events as well as placing or accepting bets with information about fixed events or with inside information. The Bill and Explanatory Statement will be available on the ACT Legislation Register following introduction in the ACT Legislative Assembly.

ACT Support for International Labour Organisation Conventions 152,176 and 177


Cabinet agreed the Minister for Workplace Safety and Industrial Relations respond on behalf of the ACT to the Commonwealth Government, agreeing to a number of International Labour Organisation Conventions.  Cabinet agreed to support ratification of the International Labour Organisation Convention 152 - Occupational Safety and Health (Dock Work Convention) 1979, 176 - Safety and Health in Mines Convention 1995 and 177 - Home Work Convention 1996.  The ACT Law and Practice Reports indicating the ACT's compliance are available here.

Government Submission to the Standing Committee on Public Accounts Inquiry into Auditor-General's Report 1 of 2013: Care and Protection Services

Cabinet agreed to the ACT Government's Submission to the Public Accounts Committee Inquiry into the Auditor-General's Report 1 of 2013: Care and Protection Services.  The ACT Government Submission will be publicly released following consideration by the Standing Committee on Public Accounts.  The Auditor-General's Report No. 1 of 2013 is available on the following website.

ACT Government Position to the Executive Member's Bill – Children and Young People Amendment Bill 2013

Cabinet agreed the Government's Position on the Executive Member's Bill, Children and Young People Amendment Bill 2013, which was Tabled on 16 May 2013.  As proponent of the Bill, the Greens Minster was not party to discussion or decision on the Government's position.
Gaming Machine Amendment Bill 2013 (No 2)
Cabinet agreed the Gaming Machine Amendment Bill 2013 (No. 2) which defers commencement of the mandatory $250 Automatic Teller Machine withdrawal limit in venues to February 2014.  This commencement is consistent with the Commonwealth's legislation.  The Bill and Explanatory Statement will be available on the ACT Legislation Register following introduction.

The Greens Minister did not support this decision of Cabinet.

Justice and Community Safety Legislation (Licence Periods) Amendment Bill 2013


Cabinet agreed the Justice and Community Safety Legislation (Red Tape Reduction No. 1 - Licence Periods) Amendment Bill 2013, which will amend the maximum validity period of various licences and registrations issued in the ACT under a variety of Acts. The Bill and Explanatory Statement will be available on the ACT Legislation Register following introduction in the ACT Legislative Assembly.

Water Resources Amendment Bill 2013


Cabinet agreed the Water Resources Amendment Bill 2013 which will amend the Water Resources Act 2007 and the Water Resources Regulation 2007 in accordance with the ‘National Framework for Compliance and Enforcement Systems Water Resource Management’. It will ensure the ACT has the necessary regulatory tools to comply with water resource management. The Bill and Explanatory Statement will be available on the ACT Legislation Register following introduction in the ACT Legislative Assembly.

Construction and Energy Efficiency Legislation Amendment Bill 2013


Cabinet agreed to introduce the Construction and Energy Efficiency Legislation Amendment Bill 2013 in the Legislative Assembly. The bill will clarify a range of regulation applying to construction and related work in the ACT and implement recommendations for increasing the competency and quality of work of construction practitioners operating in this jurisdiction. The Bill and Explanatory Statement will be available on the ACT Legislation Register following introduction in the ACT Legislative Assembly.
The Greens Minister reserved his right to support the Bill in the Legislative Assembly.
