17 June 2014 - Summary of Cabinet Outcomes
As part of the ACT Government's Open Government commitment, this document is a public summary of matters considered by Cabinet. It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet. Among the matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government's executive privilege.
Options for Parking Offset Scheme
Cabinet agreed that a parking offset scheme be further developed, in consultation with a wide range of external stakeholders, to provide opportunity for more flexible development options that provides sustainable alternatives to on-site parking provision in the ACT.
ACT Freight Strategy – Release of Discussion Paper
Cabinet agreed the direction of a discussion paper on the ACT freight strategy. The discussion paper will provide Canberrans opportunities to provide input into planning and managing of both existing and future freight activities to, from and within the ACT. Cabinet noted the discussion paper is expected be available for public comment in mid to late 2014.
One Stop Shop for Environmental Approvals
Cabinet agreed that ACT officials continue negotiating the terms of the bilateral approvals agreement with the Commonwealth keeping the Territory and communities best interests in mind. The One Stop Shop approval aims to reduce red tape and remove the duplication in assessment and approval processes and in turn, deliver better environmental outcomes. Although Cabinet agreement was reached, Minister Rattenbury reserved his position on this matter. A copy of the latest draft bilateral assessment agreement can be found on the Commonwealth Department of Environment website.
National Partnership Agreement on Homelessness
Cabinet agreed to the ACT Government entering into the National Partnership Agreement on Homelessness 2014-15 with the Commonwealth Government, once finalised. The agreement aims at reducing homelessness through sustained effort and partnerships with business, the not for profit sector and the community.
Appointments
Commissioner for Public Administration
Cabinet agreed to endorse the reappointment of Mr Andrew Kefford as part-time Commissioner of Public Administration from 1 July 2014 to 31 December 2014.
Law Reform Advisory Council members
Cabinet agreed to endorse appointment of several members to the Law Reform Advisory Council, for a period of three years.
Sentence Administration Board reappointment
Cabinet agreed to endorse the reappointment of two members to the Sentence Administration Board for a period of three years, subject to consultation with the Standing Committee on Justice and Community Safety.
Workers' compensation insurance premiums - quarterly reports
Cabinet noted directorate specific quarterly reports in relation to workers' compensation insurance premiums, identifying the government's progress against established targets.
