19 May 2014 - Summary of Cabinet Outcomes
As part of the ACT Government’s Open Government commitment, these are public summaries of matters considered by Cabinet. They are not intended to be a detailed set of minutes and do not cover all matters considered by Cabinet. Among the matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government’s executive privilege.
Committees of Cabinet
Budget Committee
A Budget Committee of Cabinet meeting was convened. Treasury officials joined with Ministers to discuss matters of economic and fiscal significance.
Urban Development Committee
A meeting of the Urban Development Committee was also held. Relevant officials joined with Ministers to discuss matters of development and planning significance.
Direct Sale of Part Block 1 Section 24 Garran to John James Memorial Foundation
Cabinet agreed to the direct sale of a block in Garran to John James Memorial Foundation Ltd for the purpose of establishing a respite facility for the Leukaemia Foundation of Australia. The respite facility is designed for patients undergoing treatment for leukaemia, lymphoma, myeloma and related blood disorders.
Siting Study for a New Major Theatre for Canberra
Cabinet considered the findings of a Siting Study for a New Major Theatre in Canberra by Colin Stewart Architects. The Study proposes options for a new site to expand the range of performing arts productions, such as large popular musicals, available to the Canberra region.
ACT Private Sector Workers’ Compensation Scheme: Cross Border Workers
Cabinet agreed to amend the Workers Compensation Act 1951 to determine a worker’s ‘state of connection’. This change will align state of connection tests with the updated national rules and provide direction for the scheme’s Approved Insurers, employers and the Courts in the event of a dispute. Current Heads of Workers’ Compensation Authorities’ approved state of connection guidance material is published on the WorkSafe ACT website

ACT Endorsement of the 2nd Action Plan for the National Plan to Reduce Violence against Women and their Children
Cabinet agreed in principle to endorse the Second Action Plan under the National Plan to Reduce Violence against Women and their Children which was established with an aim to improve outcomes for women and children by reducing the prevalence of family violence and improving justice and service responses for women and their children who experience violence.
Proposed Transfer of Title to Argyle Community Housing
Cabinet agreed to transfer the official title of a number of community housing dwellings in the suburb of Conder to Argyle Community Housing Limited as a not-for-profit housing provider. This transfer will expand community housing in the Territory to assist low income and vulnerable families and provide Argyle with the capacity to leverage these properties to enable future growth in the community housing sector.
Appointments
Land Agency Board Appointment
Cabinet agreed to endorse the re-appointment of a part-time member of the Land Agency Board for a period of three years, subject to consultation with the Standing Committee on Planning, Environment and Territory and Municipal Services.
Attorney-General Omnibus Appointment
Cabinet agreed to endorse appointments and reappointments of several members to the Legal Aid Commission, Legal Aid Review Committee, Victims Advisory Board and ACT Professional Standards Council, subject to appropriate consultation with the Standing Committee on Justice and Community Safety.
