7 October 2014 - Summary of Cabinet Outcomes
As part of the ACT Government's Open Government commitment, this document is a public summary of matters considered by Cabinet. It is not intended to be a detailed set of minutes and does not cover all matters considered by Cabinet. Among matters not covered are materials considered in the formation of the ACT budget, commercial and industrial matters under negotiation, as well as matters that would impact personal privacy, security and the ACT economy. Nothing in this document can be considered a waiver of the Government's executive privilege.
Law Courts PPP Progress
Cabinet received a progress update on the ACT Law Courts PPP including the outcome from Expressions of Interest, an update on the Public Sector Comparator and the programme to completion.
Council of Australian Governments Meeting – 10 October 2014
Cabinet discussed the agenda for the Council of Australian Governments meeting in Canberra on 10 October 2014. Cabinet considered the ACT's position in relation to the key issues listed for discussion.
Red Tape Reduction Legislation Amendment Bill 2014
Cabinet agreed to the Chief Minister presenting amendments to the Red Tape Reduction Legislation Amendment Bill 2014 to the Legislative Assembly. These amendments include: removing the requirement for statutory declarations verifying execution of deed; and technical amendments to clarify requirements for when a person may register a deed and update wording used in deeds. The Bill will be available on the ACT Legislation Register following presentation.
Service Planning – Progress in implementing cycle one
Cabinet noted that good progress has been made in implementing most projects and that two reforms ('Extension of Time' and 'Reset the way business innovation is accelerated in the ACT') have been completed. They also noted the projects at risk of non-completion. Cabinet agreed that, where a reform is dependent on additional funding, 2015-16 budget proposals should address delayed timeframes and no cost or low cost options, including options that facilitate cross-cluster collaboration.
Workers' Compensation Improvement Strategies – June Quarterly Report of Key Performance Targets
Cabinet noted the information contained in the Workers' Compensation Improvement Strategies – June Quarterly Report of Key Performance Targets, including progress made by the Justice and Community Safety Directorate towards the targets.
Capital Metro – Industry Briefing Public Release of Business Case and Affordability Signal
Cabinet noted information regarding the Capital Metro industry briefing on 15 September 2014, together with information and advice pertinent to the public release of the Capital Metro Business Case including the potential provision of an 'affordability signal' to the market.
TAMS/ACTION Workers' Compensation Insurance Premiums Quarterly Report
Cabinet noted the information contained in the TAMS/ACTION Workers' Compensation Insurance Premiums Quarterly Report, including information provided in the Territory and Municipal Services Cabinet Reporting.
Light Rail Master Plan: Preliminary Options and Considerations
Cabinet noted the preliminary work on the Canberra Light Rail Master Plan and requested officials attend the next meeting.
Appointments
Professional Standards Council Member – Victorian member and
Deputy Chair
Cabinet agreed to endorse the re-appointment of Ms Esther Alter as member and Deputy Chair of the ACT Professional Standards Council, commencing on the day after notification until 30 June 2017.
Re-appointment of the Public Advocate for the ACT
Cabinet agreed to endorse the re-appointment of Dr Helen Watchirs OAM as the full-time Public Advocate for the ACT for a period of 12 months from 1 January 2015 to 31 December 2015.
ACT Natural Resource Management Advisory Committee
Cabinet agreed to endorse the appointment of Ms Anne Duncan as Chairperson and Mr David Freudenberger as part-time member of the ACT Natural Resource Management Advisory Committee for a period of 18 months, commencing on 1 January 2015.
