Preschool Reform Agreement
Summary
The Australian Government and all states and territories have agreed to extend the Preschool Reform Agreement 2022-2025 to the end of 2027.
The Preschool Reform Agreement aims to:
- provide access to quality preschool for all children
- encourage participation in preschool
- make sure children benefit from their preschool year.
The agreement supports the delivery of 15 hours a week, or 600 hours a year of quality preschool programs.
Key reforms
The key reforms under the agreement are:
- the ‘funding follows child’ approach to support the delivery of quality preschool programs
- new national enrolment and attendance measures
- a Preschool Outcomes Measure.
Benefits of preschool
Children who attend preschool are more likely to start school with the skills they need to learn and succeed. Research shows that preschool helps children develop their social, physical, emotional and language skills.
All preschools in the ACT are guided by the Early Years Learning Framework. This framework supports educators to deliver quality programs.

Consultation
In 2022 we consulted with the sector on delivering the Preschool Reform Agreement.
This was part of the consultation process for phase one of the Set up for Success: An Early Childhood Strategy for the ACT.
