ACT public schools support students’ learning, behaviour and wellbeing. Every student is different, and students needs can change over time. Schools require a clear and consistent way to identify when support is needed and how to provide it.

Selected schools are participating in a pilot called Coordinated Supports for Students. The pilot will use a Multi‑Tiered System of Supports (MTSS) model.

Multi‑Tiered System of Supports (MTSS)

MTSS is a structured, evidence-based approach. It helps schools provide the right level of support at the right time. It brings together learning, wellbeing and behaviour supports into one coordinated model.

A key focus of the MTSS is early identification and timely support. This helps prevent small challenges from becoming larger barriers to learning. The pilot will look at learning for literacy and numeracy.

How the MTSS model works

The MTSS model includes 3 flexible levels of support. These levels are flexible. Students can move between levels depending on their needs.

Tier 1: Support for everyone

Tier 2: Extra help

Tier 3: Intensive support

The pilot program

During terms 2 and 3 of 2026, 4 schools will participate in the pilot program.

  • Calwell primary school
  • Curtin primary school
  • Kaleen primary school
  • North Ainslie primary school

Each school will form a team made up of teaching and support staff.

The team will:

  • plan and coordinate supports
  • monitor student progress
  • adjust supports where needed
  • identify whole‑school improvement actions.

Next steps

What we learn from the pilot will inform the final MTSS model.

The model will be introduced in stages across ACT public schools. All schools will receive support during implementation.
