Health Workplace Culture Review Implementation

About the review
Over recent years, we completed an extensive Health Workplace Culture Review. The review was based on evidence and best practice to deliver long-term, positive results for the system and the community.
The review:
- consulted widely
- recommended specific actions.
After that we ran a 3-year Culture Review Implementation program. This 3-year program implemented 20 recommendations and 92 actions. The implementation program set the Canberra health system up for a positive long-term future.
We implemented recommendations for:
- Workplace behaviours
- Building capability
- Organisational effectiveness
- Partnerships and relationships
- Clinical engagement and clinical governance.
Who we worked with
The Minister for Health and Wellbeing appointed a 3-member Independent Panel to conduct the Review. The Panel members were Mr Mick Reid (Chair), Ms Fiona Brew (Member) and Professor David Watters AM (Member). Subject matter experts were invited to contribute at key points.
To help us build long-term culture change we worked with leaders in evidence-based management practices at:
- the Australian National University, Research School of Management (ANU-RSM)
- the Center for Evidence-Based Management (CEBMa).
We also gathered qualified people for our:
- Culture Implementation Oversight Group [PDF 175kB]
- Culture Review Implementation Steering Committee [PDF 168kB].
Members of these groups included the Ministers for Health and Wellbeing, and Mental Health, Hospital executive officers, senior members of key union organisations, the Health Care Consumers Association and the Australian Medical Association (AMA), and major learning institutions such as the Australian National University and the University of Canberra.
To compile the report, the panel considered:
- close to 400 submissions received from individuals and organisations
- insights from a range of workshops, round table discussions and meetings
- a survey of staff across the ACT Public Health System
- relevant literature research and previous reports and reviews.
