Cabinet agreed to release the Employment Agent Licensing Consultation Paper: Review of the Existing Regulatory Framework in the ACT for public consultation.
Releasing the Employment Agent Licensing Consultation Paper: Review of the Existing Regulatory Framework in the ACT for public consultation will allow employment agents, individuals seeking work in the ACT, as well as relevant stakeholders within the wider community, to provide comment. It will provide the opportunity for these stakeholders to have their say on future regulatory requirements, helping to inform better government decision-making on the regulatory framework for employment agents in the ACT.
Engineering Workforce Plan Update

Cabinet agreed to the release of the Progress Report for the ACT Engineering Workforce Plan.
There are approximately 3,800 engineers providing professional engineering services in the ACT, with approximately 220 working within the ACT public service. The principles of engineering support each of the wellbeing domains in the Wellbeing Framework and the quality of life of Canberrans. The role engineers play support all sectors of the ACT community.

The design of the proposed redeveloped Stromlo Forest Park Carpark has positive wellbeing impacts on Access and Connectivity and Health.
Government response to HACS Inquiry on the Period Products and Facilities (Access) Bill 2022

Measuring Regulatory Value and Mitigating Regulatory Burden Pilot Project

Cabinet agreed the Better Regulation Taskforce continue its work to test and pilot a methodology to measure the value and burden of existing regulatory frameworks for certain business types.
Measuring the burden and establishing the value of existing regulation is challenging. Piloting a methodology to measure the value and burden of existing regulation may lead to a new, data‑informed approach to enhance regulator practice in the ACT. This will help ACT regulators better understand businesses’ experience of existing regulation in the ACT and how regulator communication, culture, and practice shapes this.
University of New South Wales (UNSW) Canberra City Campus Draft Master Plan Final Approval

Cabinet agreed, in accordance with the agreement between the Territory and the University of New South Wales, the University of New South Wales Canberra City Campus master plan for the Reid and Parkes sites.
The establishment of the UNSW Canberra City Campus has the potential to deliver significant wellbeing benefits for all Canberrans. The UNSW Canberra City Campus will be a high-quality campus that will support the further growth and diversification of the ACT economy through increased student numbers, research investment and the creation of additional jobs. The new Campus is expected to generate 3,500 jobs; attract 6,000 local, national and international students to the Territory; and bring up to $3 billion in economic benefit for the ACT economy.
Universal access to quality early childhood education for three-year-olds

Infrastructure Plan Update – First Release

Cabinet agreed in principle to the first tranche of updates to the ACT Infrastructure Plan, due for release in the first quarter of 2023 once finalised.
The provision of infrastructure is a significant enabler of wellbeing and is vital to enable the sustainable growth of Canberra’s communities. The first tranche of updates to the ACT Infrastructure Plan will have a positive impact on the ACT economy and Governance and Institutions wellbeing domains through ensuring Government’s infrastructure planning priorities remain current to our community and sector needs and are communicated clearly. The updated Entertainment, Arts and Sports sector includes projects which will have positive direct and indirect impacts to the domains of Environment and Climate, Health, Safety, Access and Connectivity, Identity and Belonging, and Social Connection into the future.
Cross-Border Governance Frameworks

Cabinet agreed to the draft ACT-NSW Joint Progress Report outlining progress under the ACT-NSW Memorandum of Understanding (MoU) for Regional Collaboration to date, with final form to be determined in consultation with the NSW Government.
The primary wellbeing impact of the submission falls in the Governance and Institutions domain. The priorities and work areas contained in the two re-signed agreements, and in the joint report on the current ACT/NSW agreement cover a range of policy and service areas, impacting multiple other wellbeing domains.
Education (Early Childhood) Legislation Amendment Bill 2023 - Policy Approval

Cabinet provided policy approval to drafting amendments to the Education Act 2004 that will recognise early childhood education as part of the education service offering in the ACT and amendments to the ACT Teacher Quality Institute Act 2010 that will implement nationally consistent teacher registration for all early childhood teachers in the ACT.
The Bill will have a positive impact in ensuring equal educational outcomes for all children. This will be achieved through amendments to recognise early childhood education and care as part of the education service offering, and registration of Early Childhood Teachers through the Teacher Quality Institute.
