Vaping Products - Education and Regulation - Assembly Resolution of 3 August 2021 - Update

Cabinet agreed the Minister for Health deliver a Ministerial Statement in the ACT Legislative Assembly on the review of vaping product regulation and education in accordance with the ACT Legislative Assembly motion of 3 August 2021.

There are no wellbeing impacts associated with this Cabinet decision. It is noted that any future Government sponsored activities or communications concerning e-cigarettes are likely to be associated with wellbeing impacts.

Proposed government response to the Standing Committee on Public Account Report: Inquiry into the Auditor-General’s Report No. 1 of 2021: Land Management Agreements

Cabinet agreed to the ACT Government’s Response to the Standing Committee on Public Accounts report (No. 10) titled Inquiry into the Auditor-General’s Report No. 1 of 2021: Land Management Agreements, and for the Response being tabled in the ACT Legislative Assembly.

This submission relates to the Environment and Climate wellbeing domain. The response reinforces the government’s commitment to climate action and demonstrates the range of action that the government has and is delivering.

Multiculturalism Bill 2022 - Agreement to introduce

Cabinet agreed to the introduction of the Multiculturalism Bill 2022 in the ACT Legislative Assembly.

The introduction and implementation of the Multiculturalism Bill 2022 demonstrates the ACT Government’s commitment to a welcoming and multicultural ACT. The legislation aims to advance a harmonious, inclusive society, and to promote understanding and acceptance of cultural and linguistic diversity. Cultural and linguistic diversity will be recognised in the development of government legislation, policies and programs. This will have positive wellbeing impacts across the identity and belonging, access and connectivity, and governance and institutions wellbeing domains.

Animal Management and Welfare Amendment Bill 2022

Cabinet agreed to the introduction of the Animal Management and Welfare Legislation Amendment Bill 2022 in the ACT Legislative Assembly.

The Animal Management and Welfare Legislation Amendment Bill 2022 addresses the Governance and Institutions domain. This domain seeks to ensure Canberrans have a government and other institutions that respect human rights, are responsible, reliable, have integrity, are open and fair. The proposed amendments make efficiencies to licensing arrangements and will provide certainty and consistency in the interpretation and application of legislation that are relied on in the provision of services for the Canberra community.

Mental Health Month - Ministerial Statement

Cabinet agreed the Minister for Mental Health deliver a Ministerial Statement for Mental Health Month in the ACT Legislative Assembly.

It is anticipated that the impact of raising awareness and understanding of mental health and wellbeing, through recognising Mental Health Month, will help reduce stigma and promote mental health and wellbeing in the ACT community.

Omnibus Federation Funding Agreement – Health Schedules

Cabinet agreed the Minister for Health sign the National Bowel Cancer Screening Program - Participant Follow-Up Function, Federation Funding Agreement – Health, accepting a two-year extension of Australian Government funding to 30 June 2024.

The National Bowel Cancer Screening Program (NBCSP) began in 2006. It aims to reduce the morbidity and mortality from bowel cancer by actively recruiting and screening the eligible target population, aged 50–74, for early detection or prevention of the disease.

The participant follow-up function is to ensure that all participants of the NBCSP who receive a positive immunochemical faecal occult blood test (iFOBT) result and who have not progressed along the screening pathway for appropriate medical care, such as General Practitioner (GP) assessment and colonoscopy, are contacted and encouraged to see their GP as the first step in the treatment pathway.

Government response to Standing Committee on ECCB – Report No. 4 - Inquiry: Renewable Energy Innovation in the ACT

COVID-19: Rapid Antigen Tests in ACT Education settings for Term 4, 2022 and Term 1, 2023

Cabinet agreed to the use of Rapid Antigen Tests in ACT education settings for Term 4, 2022 and Term 1, 2023.

The provision of RATs to children and young people and staff in ACT schools and Early Childhood Education and Care Services impacts positively on the health of the community, providing equitable access for families who may not otherwise test for COVID-19.

ACT Government support for Australia’s ratification of ILO Promotional Framework for Occupational Safety and Health Convention, 2006

Cabinet agreed to provide the ACT Government’s support to the Commonwealth to progress with formal consideration of ratification of the International Labour Organization’s Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187).

This proposal advances the wellbeing domain of safety as it seeks to uphold the occupational health and safety of all workers through supporting the ratification of the International Labour Organization’s Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187).

ACT Government Submission to the Inquiry into the 2022 Federal Election

Cabinet agreed the ACT Government Submission to the Parliament of Australia’s Joint Standing Committee on Electoral Matters’ Inquiry into the 2022 Federal Election.

Under the requirements of the ACT Government Cabinet Handbook, no Wellbeing Impact Assessment was required for this item.

Zero Emissions Transition Program – Outside the fence works (electrical supply).

Cabinet agreed to ‘outside the fence’ works (electrical supply) in line with the Zero Emission Transition Plan (ZEPT).

The transition to a zero-emission fleet will positively impact the social connection of the Territory by providing a clean operating, low carbon solution to moving our people to work, home and play.

Direct Sale of Blocks 2 and 3 Section 20 City to the Australian National University

Cabinet agreed to the direct sale of Blocks 2 and 3 Section 20 City to the Australian National University for the development of a health and healthcare innovation precinct.

The new precinct is aimed to enable staff and students, government agencies, industry researchers, entrepreneurs, local and international businesses, and start-up enterprises to collaborate.
