Closed-Circuit Television (CCTV) Policy

Cabinet agreed the Closed-Circuit Television (CCTV) Policy be tabled in the ACT Legislative Assembly.

The purpose of this proposal is to ensure robust governance of CCTV is in place across government that considers and applies human rights and information privacy obligations and supports value for money for the people of the ACT. The implementation of a whole of government Closed-Circuit Television (CCTV) Policy signals the ACT Government’s commitment to ensuring improvements in the governance and management of CCTV systems and the collection, use and disclosure of personal  information meets the expectations of the community. Demonstrating this commitment builds trust and confidence in government and its institutions.

Office of Water

Minute Number: 22/159/CAB

Cabinet agreed to establish an Office of Water within the Environment, Planning and Sustainable Development Directorate.

A new Office of Water will drive holistic water management in the ACT, contributing to improved wellbeing in the domains of environment and climate, and governance and institutions. The Office of Water will enable Canberra to become a more climate-resilient and water-secure city which continues to offer residents of the ACT and surrounding region access to healthy rivers and lakes. A new Ngunnawal Ngadjung Water Initiative delivered by the Office will provide a platform for implementing the ACT Government’s commitments under the ACT Aboriginal and Torres Strait Islander Agreement and the National Agreement on Closing the Gap by increasing opportunities for Ngunnawal people to access cultural and economic benefits from water and to participate more fully in water management.

Housing ACT Financial Sustainability Taskforce – Interim Report

Cabinet agreed to an interim funding measure for repairs and maintenance of the public housing portfolio to enable further analysis to be undertaken by the Housing ACT Financial Sustainability Taskforce on options to address the ongoing sustainability of Housing ACT’s operations.

The proposal for interim funding for repairs and maintenance supports the aspiration for Canberrans to have access to secure and suitable housing under the housing and home wellbeing domain and the housing suitability indicator.

Zero Emissions Vehicle Strategy 2022

Minute Number: 22/203/CAB

Cabinet agreed to a new package for zero emissions vehicle policies.

The proposed zero emissions vehicles Strategy seeks to increase uptake of zero emissions  vehicles to reduce emissions from transport in the ACT. This will permanently reduce the  greenhouse gas emissions from the ACT and mitigate the future impacts of climate change.

Memorandum of Understanding – ACT Government and Racing Clubs

Minute Number: 22/222/CAB

Cabinet agreed to the Memorandum of Understanding between the ACT Government, the Canberra Racing Club and the Canberra Harness Racing Club 2022-2027. Ministers Rattenbury, Vassarotti and Davidson did not support the submission.

The main wellbeing impacts of this submission are an increased positive economy impact and an increased positive social impact.

Public consultation on introduction of a right to a healthy environment in the Human Rights Act 2004

Minute Number: 22/245/CAB

Cabinet agreed to the release of a discussion paper for public consultation on the introduction of a right to a healthy environment in the Human Rights Act 2004.

The submission will have a positive impact on climate and environment by engaging the public in a discussion on how inclusion of a new right to a healthy environment would further contribute to ensuring the protection and resilience of Canberra’s natural environment. The submission may also have positive impact on health and personal wellbeing given the natural environment contributes to the health and wellbeing of the community and the discussion includes investigating positive steps to promote enjoyment of rights for everyone including those people in the community who are most vulnerable to environmental harm.

ACT Government Procurement Reform Program

Cabinet agreed the Procurement Reform Program.

The decision on the Procurement Reform Program signals the Government’s commitment to implement changes to the ACT Government procurement framework to deliver more timely, efficient, effective, and accountable business outcomes, meet the policy objectives of Government and otherwise strengthen procurement practices across the ACT Public Service. The Procurement Reform Program addresses the Governance and institutions wellbeing domain as it is intended to improve the timeliness and effectiveness of procurement processes.

ACT’s Legal Assistance Strategy

Cabinet agreed the Attorney-General release the ACT’s Legal Assistance Strategy by 1 July 2022.

Transition to a smoke-free AMC

Minute Number: 21/709/CAB

Cabinet agreed to transition to a smoke-free Alexander Maconochie Centre (AMC) within 12 months, with implementation to be informed by consultation with key stakeholders.

The implementation of a smoke free AMC will significantly improve the health and wellbeing of the AMC detainee population whilst in custody and beyond release. It will also address workplace health and safety risks and concerns that present with smoking and exposure to second-hand tobacco smoke. While the proposal significantly focuses on health, it also aligns with wellbeing domain social connection and safety (including workplace safety).
