National Disaster Mental Health Framework

Cabinet agreed to endorse the National Disaster Mental Health and Wellbeing Framework.

The National Disaster Mental Health and Wellbeing Framework will have wellbeing impacts across the health, access and connectivity and governance and institutions wellbeing domains, including major impacts across the ACT community and emergency responders seeking to access mental health services during times of disaster. The Framework will particularly impact community members who are at greater risk of experiencing mental ill-health related to a disaster.

Ministerial Statement for ACT Disability Strategy

Cabinet agreed the Minister for Disability present a Ministerial Statement on the ACT Disability Strategy to the ACT Legislative Assembly.

The development of the ACT Disability Strategy has the potential to have a positive, sustained impact the lives of the 80,000 Canberran’s with disability, and around 50,000 carers, across all 12 Wellbeing domain areas. The Strategy will have implications for ACT Government, businesses, and the broader community as it seeks to ensure equitable access and inclusion for people with disability in all areas of Canberra life.

Ministerial Statement — twelve-monthly update on the ACT Legislative Assembly resolution of 30 March 2021 about improving the safety of workers in relation to psychosocial hazards

Cabinet agreed for the Minister for Industrial Relations and Workplace Safety to make a statement in the ACT Legislative Assembly providing the twelve-monthly update to the Assembly Resolution of 30 March 2021 about improving the safety of workers in relation to psychosocial hazards.

The wellbeing impact assessment on the 12-month update in relation to the resolution of 30 March 2021 calling on the ACT Government to improve worker safety in relation to psychosocial hazards notes the positive impacts on workers and the broader community of improving worker safety.

Second Action Plan under the Capital of Equality Strategy

Cabinet agreed to the Second Action Plan (2022-2023) of the Capital of Equality Strategy (2019-2023).

The Second Action Plan of the Capital of Equality Strategy (2019-2023) will have positive impacts on all Canberrans in particular LGBTIQ+ people in such wellbeing domains as belonging, access and connectivity, health, safety and housing and home.

Productivity Commission review of the National Housing and Homelessness Agreement – ACT Submission

Minute number: 22/124/CAB

Cabinet agreed to endorse the ACT Government submission to the Productivity Commission’s review of the National Housing and Homelessness Agreement (NHHA) 2018-2023.

The ACT submission presents the case for increased funding for social housing and homelessness services from the Commonwealth to the review to inform negotiations for future funding agreements. With more funding from the Commonwealth, the ACT could continue to build its portfolio and programs to meet current and future community needs, benefiting current and future social housing tenants and people experiencing or at risk of homelessness.

Education Amendment Bill 2022 – Agreement to Introduce

Cabinet agreed to the introduction of the Education Amendment Bill 2022 in the ACT Legislative Assembly.

The Bill will have a positive wellbeing impact in ensuring equal educational outcomes and increasing a sense of belonging for all ACT students.

Fair Trading and Other Justice Legislation Amendment Bill 2022

Minute number: 21/818/CAB

Cabinet agreed to the presentation of the Fair Trading and Other Justice Legislation Amendment Bill 2022 which makes amendments to a number of regulatory frameworks in order to provide enhanced consumer protection outcomes.

Amendments in the Bill will have wellbeing impacts in the safety domain in relation to improved consumer protection outcomes. The reforms will also have moderate impacts on the economy, specifically concerning the employment domain and minor positive impacts on the housing and home and health domains.

Policy Approval was agreed by Cabinet on 7 February 2022 (Minute Number: 21/817/CAB Consumer Affairs Legislation Amendment Bill 2022).

Change of project scope for the Hume Materials Recovery Facility Upgrade

Minute number: 22/17/CAB

Cabinet agreed to change the scope and delivery model of the Hume Materials Recovery Facility (MRF) project while maintaining the agreed funding envelope.

This proposal will have a positive impact on the wellbeing domains of Environment and

Climate and Economy. Delivering a new Materials Recovery Facility (MRF) will mean the ACT will be able to make better use of recycled material, contributing to a circular economy.

Government Response to the Standing Committee on Planning, Transport and City Services Interim Report 8 - Inquiry into Giralang shops

Cabinet agreed to the Government Response to Standing Committee on Planning, Transport and City Services – Report 08 – Inquiry into Giralang Shops being tabled in the ACT Legislative Assembly.

The wellbeing impact of the submission is focused on access and connectivity. There is local community interest in the realisation of a development outcome at the Giralang Shops sites. The Government Response outlines the Government’s objective to provide certainty about when a vibrant local shopping centre will be realised at the Giralang Shops site.

ACT Annual Impact Statement 2021 and Dashboard for the ACT Aboriginal and Torres Strait Islander Agreement 2019-2028 and the National Agreement on Closing the Gap 2020

Minute Number: 21/466/CAB

Cabinet agreed to the public release of the ACT Impact Statement 2021 and Dashboard for the ACT Aboriginal and Torres Strait Islander Agreement 2019-2028 and National Agreement on Closing the Gap 2020 following tabling in the ACT Legislative Assembly.

Due to its holistic impact across all wellbeing domains, the Aboriginal reporting strategy aligns with intent of the Personal Wellbeing Index at the heart of all 12 wellbeing domains, which provides a measure of the overall wellbeing of the ACT community over time.
