Ministerial Statement on Domestic and Family Violence (Information Sharing) Amendment Bill 2022

Cabinet agreed the Minister for the Prevention of Family and Domestic Violence deliver the Domestic and Family Violence (Information Sharing) Amendment Bill 2022 Ministerial Statement.

The delivery of the Ministerial Statement will have a positive wellbeing impact in the safety domain. Delivering the Ministerial Statement signals to the community that the ACT Government is committed to the introduction of information sharing legislation to increase safety for victim-survivors of domestic and family violence, and to hold people who perpetrate this violence to account.

2022 Safer Families Ministerial Statement

Cabinet agreed the Minister for the Prevention of Family and Domestic Violence table the annual Safer Families Ministerial Statement.

Tabling the 2022 Safer Families Ministerial Statement will support the safety wellbeing domain by signalling to the ACT community that domestic and family violence is a serious issue with many initiatives to address it, and that support is available for victim-survivors.
Tabling the statement will also support the governance and institutions wellbeing domain by fulfilling a government commitment to delivering the statement.

Ministerial Statement – Driving cheaper, cleaner vehicles for Australia

The purpose of this proposal is to signal the Government’s commitment to implementing the recommendations of the Standing Committee on Public Accounts Inquiry into the Auditor-General’s Report No. 5 of 2021: Management of Closed-Circuit Television (CCTV) Systems. The recommendations are intended to improve the transparency and governance of CCTV systems.

Response to Recommendation 10 – 4.124 Standing Committee on Health, Ageing and Community Services’ Report 9: Interim Report on Child and Youth Protection Services (Part 1)

Cabinet agreed the Minister for Families and Community Services table the response to Recommendation 10 – 4.124 Standing Committee on Health, Ageing and Community Services’ Report 9: Interim Report on Child and Youth Protection Services Part 1.

This submission demonstrates the ACT Government’s significant investments and ongoing commitment to transformative reforms of the child protection system over many years. These reforms have aimed to improve supports and services and promote the safety and the wellbeing of children, young people, and their families. Further reform will be delivered through Next Steps for Our Kids 2022-2030 which sets out an 8-year vision a to deliver a more child and young person centric services system. It builds on previous reform effort focusing on improved outcomes for vulnerable children, young people and their families; and an integrated, sustainable and performance-based services system.

Better Regulation - A report on how we are improving business regulation in the ACT

Cabinet agreed to release the Better Regulation Report: Discovery Phase Findings, Analysis and Forward Work Program and a program of reform to improve regulation and to help drive Canberra’s recovery from the COVID-19 pandemic and support long-term economic growth.

The main wellbeing impact of this submission is the economic wellbeing domain, with a secondary impact within the governance and institutions wellbeing domain. It is seeking to positively impact ACT economic performance through improved business conditions to help strengthen the business sector and support the wellbeing of our community and economy.

2021 Youth Assembly ‘Our Voice, Our Impact’ Report and ACT Government response to the ACT Youth Assembly ‘Our Voice, Our Impact’ report

Cabinet agreed to the 2021 Youth Assembly Report and the ACT Government response being tabled by the Minister for Education and Youth Affairs in the ACT Legislative Assembly.

Responding to the ‘Our Voice, Our Impact’ Report demonstrates the ACT Government values young people and a willingness to consider their view in reviewing and developing new policy and programs that affect young people in our community. The Report provides a resource for the ACT Government to inform current and future policies and programs that affect young people in the ACT. Considering the recommendations in the Report will have a positive impact for young Canberrans by addressing systemic discrimination and racism by providing a community where young people can: grow up in a safe environment; have access to education; opportunities and the life chances which flow from it; contribute and participate in decision making; and share the benefits of our community. It is anticipated it will have a positive impact improving environmental and sustainable practices in the ACT, benefiting all Canberrans, local businesses and tourists visiting our city.

Government Response to Report on the Inquiry into the Drugs of Dependence (Personal Use) Amendment Bill 2021 and Government amendments

Cabinet agreed to the Government Response to the Select Committee Inquiry into the Drugs of Dependence (Personal Use) Amendment Bill 2021.

This proposal is expected to have a moderate impact on the Wellbeing Domain of Health. The Private Member’s Bill with Government amendments should encourage people to use health care by reducing stigma concerning health problems related to illicit drugs. Funding for specific alcohol and other drug treatment and harm reduction programs would be subject to future Budget approval and would likely increase the impact. The Select Committee has provided valuable recommendations for potential improvements to the ACT alcohol and other drug treatment system. These recommendations will be considered in more detail as ACT Health Directorate and community stakeholders work through the collaborative commissioning process for future alcohol, tobacco and other drug services and programs in Canberra. The Private Member’s Bill would have a moderate to major impact on the Wellbeing Domain of Governance and Institutions by expanding drug decriminalisation measures for the most commonly used drugs in the ACT in line with Government’s harm minimisation approach.

Government response to Commissioner for Sustainability and the Environment Report on scope 3 emissions

Cabinet agreed to the Government’s response to the Commissioner for Sustainability and the Environment Report on scope 3 greenhouse gas emissions.

This proposal has no direct impact on any of the wellbeing domains. However, reductions in emissions outside those the ACT is directly responsible for and does benefit our environment and climate.

Workplace Legislation Amendment Bill 2022 – agreement to introduce

Cabinet agreed to the introduction of the Workplace Legislation Amendment Bill 2022 in the ACT Legislative Assembly.

The amendments included in the Workplace Legislation Amendment Bill 2022 will positively impact health and wellbeing in relation to the safety domain for all ACT workers.
