Cabinet agreed to endorse the ACT Government submission to the Commonwealth Joint Standing Committee on the National Disability Insurance Scheme (NDIS) Inquiry into the capability and culture of the National Disability Insurance Agency (NDIA)
The ACT submission into the inquiry has the potential to bring about changes to the culture and practice of the NDIA, contributing to improved outcomes for NDIS participants, their families and carers, and service providers in the NDIS market. While the primary Wellbeing Domain related to the submission is Government and Institutions, the NDIS is a key enabler of wellbeing for people with disability across all wellbeing indictors.
Government Response to e-petition 6-22 — Reducing housing costs for ACT resident home buyers

Automatic Mutual Recognition Implementation Update

Cabinet agreed that automatic mutual recognition of individual occupational licences will increase flexibility for business and individuals in the Territory, that the general principles of the AMR Scheme will be beneficial to the ACT economy, and that all reasonable steps should be taken to resolve any issues and progress the entry of exempted registrations into the AMR Scheme.
The introduction of the Automatic Mutual Recognition Scheme for individual occupational registrations in the Territory is now having, and will continue to have, positive wellbeing impacts in the areas of economy, access and connectivity, and living standards. Where a participating State or Territory has a reciprocal arrangement for a particular occupation, or activity connected to an occupation, Canberrans can now rely on their home registration to work interstate without the requirement of having to complete additional paperwork or pay additional registration fees, providing them with improved labour mobility. AMR will also help improve labour mobility as the Territory continues to attract skilled workers.
ACT Government Response to the Counting the Costs report

Cabinet agreed the Government Response to the Counting the Costs: Sustainable funding for the ACT community services sector report.
The ACT Government Response to the Counting the Costs: Sustainable funding for the ACT community services sector report addresses the Wellbeing Domain of Access and Connectivity. The aim of the Government Response is to work collaboratively with the sector to establish a forward program of work to better understand and address issues around community sector sustainability. Due to the diversity of support provided by the community sector, responding to the report and supporting sector sustainability will also positively impact a range of other wellbeing domains, such as health, safety, housing and home, social connection, living standards, and identity and belonging. Supporting the sustainability of the ACT community sector will also have benefits to the ACT economy, as sustainable funding enables increased employment stability and security for sector workers.
Eminent Panel for Community Engagement and Healing

Cabinet agreed to establish a Healing and Engagement Project, the scope of which will be co-designed with the ACT Aboriginal and Torres Strait Islander community.
The proposal predominantly impacts Aboriginal and Torres Strait Islander people in the ACT and surrounding regions. The primary wellbeing domain impacted is Identity and belonging. The other wellbeing impact domain is governance and institutions. It is anticipated that the Healing, Truth telling, and Treaty processes will be significant and create an opportunity for our community to confront the impacts of colonisation and begin the process of healing and of shaping better outcomes for Aboriginal and Torres Strait Islander people in the ACT and surrounding region.
Amendments to the Education and Care Services National Law (ACT) Act 2011

Cabinet agreed to the preparation of a Bill to amend the tabling and disallowance procedures in the Education and Care Services National Law (ACT) Act 2011 and validate technical amendments to the Schedule to the Education and Care Services National Law Act 2010 (Vic).
The decision has no impact on the environment or community. The decision benefits the early childhood education and care sector by improving certainty of the legal framework that amends the National Law in the ACT.
Update on the Public Transport Ticketing System

Transport Canberra seeks continued high quality service delivery within the Transport and connectivity wellbeing domain, through effective management of the transition from the current public transport ticketing system to a new system.
Better Regulation Agenda: Incorporated Associations Regulatory Reforms

Cabinet agreed to public consultation on regulatory reforms for incorporated associations.
Public consultation will allow associations and their members, as well as relevant stakeholders within the wider community, to provide comment on the proposed reforms. It will provide the opportunity for these stakeholders to have their say on future regulatory requirements, helping to inform better government decision-making.
Reforming health care for people who have variations in sex characteristics – revised policy approval for final draft bill

Cabinet agreed to finalise drafting of legislation to regulate medical interventions on people with variations in sex characteristics.
The wellbeing impacts of the submission include: the provision of additional care services and a regulatory framework protecting people with variations in sex characteristics, and a contribution to the dismantling of social and medical norms about bodies having to conform to particular binary norms of male and female.
Data Security of Personal Information

Cabinet agreed the Special Minister of State continue to work cross-jurisdictionally and through the Data and Digital Ministers Meeting on the roadmap to efficient and secure, citizen centred approaches on the delivery of digital government services.

CO-SPONSORED – Memorandum of Understanding - Water Compliance in the Murray-Darling Basin

Sourcing and procurement of out of home care, child protection and support service packages and update on residential care (current and future provision)

Cabinet agreed to the next stage of sourcing and procurement of out of home care, child protection and support service packages. Cabinet also agreed to an interim housing solution to establish therapeutic residential care in the ACT.
Implementation of new models of out of home care will improve the safety and wellbeing of children and young people in the ACT in line with reform actions under Next Steps for Our Kids Strategy 2022-2030 (Next Steps).
Cybersecurity – ACT Government Essential Eight Compliance and Future Requirements
