2022-23 to 2026-27 Indicative Land Release Program and 2022-23 Housing Targets

Public Trustee and Guardian Dividend Waiver

The Government agreed to a reduction in dividend payable by the Public Trustee and Guardian for 2020-21 due to the accounting treatment of non-cash items in the dividend calculation and for the Treasurer to be able to approve future one-off variations to the dividend.

Climate Change and Greenhouse Gas Reduction Amendment Bill 2022

Cabinet agreed to present the Climate Change and Greenhouse Gas Reduction Amendment Bill 2022 in the ACT Legislative Assembly.
Amending the Climate Change Council membership to include a First Nations member aligns with Government’s commitment to ensuring First Nations perspective in climate change policy related decision-making. Amendments to the Sector Agreements could see future commercial terms and value for entities to implement measures to “reduce energy use; increase use of renewable energy sources; or carry out other avoidance or mitigation activities”. This may include costs for small businesses to adopt the measures needed to achieve the ACT’s net zero emissions target and adapt to climate change. If the value of avoided emissions and associated climate change damages are appropriately accounted for, emissions avoidance or mitigation investments are good long-term
business decisions.
Ministerial Statement – ACT Legislative Assembly Motion of 9 November 2021 about expanding the portable long service leave scheme to cover the contract catering industry.

Cabinet agreed the Minister for Industrial Relations and Workplace Safety make a statement in the ACT Legislative Assembly in response to the ACT Legislative Assembly Resolution of 9 November 2021 providing an update on the progress of expanding the Long Service Leave (Portable Schemes) Act 2009 to include the contract catering industry.
Improving worker entitlements will positively impact the wellbeing of workers and the broader community.
Schizophrenia Awareness Week

Cabinet agreed the Minister for Mental Health deliver a Ministerial Statement to raise awareness of Schizophrenia Awareness Week.
It is anticipated the impact of raising awareness and educating people on schizophrenia will help to reduce stigma and dispel myths associated with schizophrenia which will allow people who suffer from this mental illness to lead fulfilling lives and reach their full potential.
Multicultural Recognition Bill 2022 - Agreement for public consultation

Cabinet agreed: to the release of an Exposure Draft of the Multicultural Recognition Bill 2022 for public consultation; and the Minister for Multicultural Affairs deliver a Ministerial Statement in the ACT Legislative Assembly on the Bill.
The introduction and implementation of the Multicultural Recognition Bill demonstrates
the ACT Government’s commitment being a welcoming and multicultural city. The legislation aims to foster a harmonious, inclusive society, and to promote understanding and acceptance of cultural and linguistic diversity. Culturally and linguistic diversity will be recognised in the development of government legislation, policies and programs. This will have positive wellbeing impacts across the identity and belonging, social connection and governance and institutions wellbeing domains.
Re-envisioning Older Persons Mental Health and Wellbeing in the ACT Strategy 2022-2026

Cabinet agreed to the release and implementation of the Re-envisioning Older Person’s Mental Health and Wellbeing in the ACT Strategy 2022-2026; and to the Minister for Mental Health delivering a Ministerial Statement in the ACT Legislative Assembly on the Strategy.
This Strategy will have impacts on the health, social connection and government institutions domains of the wellbeing framework. By bringing together existing services and initiatives and having a shared understanding of needs and priorities in the community we will be able to identify gaps in existing services and to strengthen the ACT Governments leadership in supporting the mental health and wellbeing needs of older Canberrans.
