Cabinet agreed to public release of the ACT Annual Report for the National Agreement
on Closing the Gap following tabling in the ACT Legislative Assembly in September
2023.
The ACT Agreement recognises Aboriginal and Torres Strait Islander people as Australia’s first people. First Nations people have the right to self-determination which is an ongoing process of choice to ensure the Aboriginal and Torres Strait Islander communities are able to meet their social, cultural and economic needs.
Inquiry into Cashless Gaming - ACT Government Submission to Standing Committee on Justice and Community Safety

Cashless gaming has potential wellbeing impacts in the governance and institutions, living standards and health, and economy domains.
Valuing Emissions Reduction in the National Energy Objectives

Cabinet agreed the Minister for Water, Energy and Emissions pursue a sensible, well justified and robust approach for a value of emissions to be incorporated into the National Energy Objectives.
This submission identifies the Environment and Climate domain as the primary wellbeing indicator, as valuing emissions reduction in the National Energy Objectives will enable the impacts of climate change to be assessed in the planning and operations of national energy market bodies.
ACT Government Submission to the House of Representatives Joint Standing Committee on Aboriginal and Torres Strait Islander Affairs – Inquiry into the application of the United Nations Declaration on the Rights of Indigenous Peoples in Australia

Cabinet agreed the ACT Government submission to the House of Representatives Joint Standing Committee on Aboriginal and Torres Strait Islander Affairs – Inquiry into the application of the United Nations Declaration on the Rights of Indigenous Peoples.
The submission will have a positive impact on one wellbeing domain: governance and institutions. The submission demonstrates the ACT Government along with other institutions respect human rights, are responsible, reliable, have integrity, are open and fair.
Endorsement of the National Principles to Address Coercive Control in Family and Domestic Violence

Cabinet agreed the ACT Government endorse the National Principles to Address Coercive Control in Family and Domestic Violence (National Principles).
Endorsing the National Principles to Address Coercive Control in Family and Domestic Violence is likely to have positive impacts across our community as it fosters a consistent understanding of the dynamics of coercive control, as well as better recognition of and response to coercive control in intimate partner and other family relationships. Any direct wellbeing impact will depend on policy reforms to be made as a result of all jurisdictions endorsing and implementing the National Principles.
Ministerial Statement – Update on the CIT Woden Project

Cabinet agreed the Minister for Skills present the Statement – Update on the progress of the CIT Woden Campus Project to the ACT Legislative Assembly.
The new CIT Campus in Woden will create world leading 21st century educational spaces that will help to improve educational and training outcomes for students in the region. The CIT Campus will improve the Woden precinct by creating usable, adaptable spaces that allow for easy movement by community members while also increasing tree canopy coverage of the area. The primary wellbeing domain is Education and lifelong learning.
Births, Deaths and Marriages Registration Amendment Bill 2023

Cabinet agreed the Minister for Human Rights present a Bill to amend the Births, Deaths and Marriages Registration Amendment Act 1997 to the ACT Legislative Assembly.
The Bill will support the wellbeing outcome of Identity and Belonging by removing barriers to applicants seeking to register a change of name and/or sex. The legislative reform will have a positive impact on human rights by supporting the right to recognition and equality before the law, particularly the right to recognition as a person before the law, by streamlining application processes and reducing red tape.
Ministerial Statement – ACT Forestry

Cabinet agreed the Minister for Planning and Land Management present a Ministerial Statement on ACT Forestry to the ACT Legislative Assembly
Enhancing the ACT’s efficient and sustainable commercial forestry arrangements is important to meet ongoing demand for sustainable timber products in a manner that underpins the long-term economic, social and environmental benefits of the plantation estate to the ACT community and region.
Ministerial Statement - International Day of Older Persons

FuelCheck Post-implementation Review

Cabinet agreed to continue the FuelCheck scheme in the ACT, following a postimplementation review of the scheme’s first six months.
The ongoing operation of FuelCheck will have positive impacts across the Governance and Institutions and Living Standards wellbeing domains.
Teacher Quality Institute Amendment Bill 2023

Cabinet agreed the Minister for Education and Youth Affairs introduce the Teacher Quality Institute Amendment Bill 2023 in the ACT Legislative Assembly.
The primary wellbeing domain for this submission is Education. The outcomes of the Bill will see parents, employers and employees assured of valid registration of teachers.
National Partnership Agreement for Testing and Vaccination (NPA)

Cabinet agreed the Minister for Health sign the National Partnership Agreement for
Priority Groups COVID-19 Testing and Vaccination (NPA).
The Australian Government has proposed a new National Partnership Agreement for Priority Groups COVID-19 Testing and Vaccination (NPA). The NPA covers the 12-month period of 1 January 2023 to 31 December 2023, with an objective to provide targeted financial assistance to jurisdictions for the additional costs incurred for the provision of COVID-19 Polymerase Chain Reaction (PCR) testing and COVID-19 vaccine delivery (50 per cent of costs).
ACT Space Update 2023

Cabinet agreed the Chief Minister present the Ministerial Statement – Chief Minister Trade Mission to New Zealand July 2023 to the ACT Legislative Assembly.
The Wellbeing domain that the trade mission is most closely aligned to is Economy. The changes to wellbeing from this are both short and long term – notably assisting in diversifying and growing the ACT economy for all Canberrans.
Canberra Health Services Progress Against Recommendation Made in the Deegan Report – September 2023 – Ministerial Statement

Cabinet Agreed the Minister for Mental Health present a Ministerial Statement outlining Canberra Health Services progress against recommendations made in the Deegan Report to the ACT Legislative Assembly.
This proposal supports wellbeing domains of Governance and Institutions and Health.
Specifically, implementing recommendations the ACT Government agreed to will contribute to sustainable improvements that will ensure the provision of safe and high quality mental health care for consumers and staff within the Dhulwa Mental Health Unit.
