Government Response to the Auditor-General’s Audit Report on Activities of the Government Procurement Board

Cabinet agreed the Government Response to the Auditor-General’s Audit Report on
the Activities of the Government Procurement Board.

The Government Response addresses the Governance and institutions wellbeing domain as improving the effectiveness of the Government Procurement Board will in turn improve procurement processes and the efficiency and effectiveness of
government expenditure.

ACT Government Submission to the Senate Economics Committee Inquiry into Residential Electrification

Cabinet agreed to the ACT Government Submission to the Commonwealth Senate
Inquiry into Household Electrification.

The proposal does not have a direct wellbeing impact, as no new initiatives are contemplated. The Commonwealth Senate Inquiry and the National Cabinet work on residential electrification may have a positive impact on the Canberra community through identification of new initiatives to improve residential electrification.

Child and Adolescent Clinical Services Plan 2023-2030

Cabinet agreed the Minister for Health present a Ministerial Statement and table the Child and Adolescent Clinical Services Plan 2023-2030 in the Legislative Assembly.

The development of a Child and Adolescent Clinical Services Plan 2023-2030 is a key priority of the ACT Health Services Plan 2022-2030. The Child and Adolescent Clinical Services Plan 2023-2030 sets a roadmap for clinical services development and reform to support the health and well-being of children and adolescents in the ACT.

Ministerial Statement - Update on the delivery of the Procurement Reform Program

Cabinet agreed to the Special Minister of State presenting a Ministerial Statement on Procurement Reform, incorporating the Government Response to the Auditor-General’s Audit Report No. 5/2023 in the ACT Legislative Assembly.

This Program demonstrates the Government’s commitment to implement changes to the ACT Government procurement framework to deliver more timely, efficient, effective, and accountable business outcomes, meet the policy objectives of Government and otherwise strengthen procurement practices across the ACT Public Service.

Urgent Care Clinics – Federation Funding Agreement

Cabinet noted the Minister for Health has signed the Federation Funding Agreement –
Medicare Urgent Care Clinics – ACT and agreed to on-passing the Agreement’s funding to the health portfolio.

The ACT Walk-in Centres (WICs) becoming part of the Medicare Urgent Care Clinics (UCCs) network will help ease the pressure on hospitals and provide Canberra families with more options to see a healthcare professional when they require urgent but not life-threatening care. The Medicare UCCs will be integrated across the existing nurseled ACT Government WICs at Gungahlin, Belconnen, Dickson, Weston and Tuggeranong. All WICs as part of the UCC network will continue to provide free services, be open 7 days a week, including Christmas Day and New Year’s Day between 7.30am and 10.00pm, and operate on a no-appointment, walk-in model.

Voluntary Assisted Dying Bill 2023 – Policy approval

Cabinet agreed to drafting of the Voluntary Assisted Dying Bill 2023 to provide for
voluntary assisted dying in the ACT.

The introduction of voluntary assisted dying arrangements in the ACT will have a positive impact in the ‘governance and institutions’ and ‘health’ domains of the ACT Wellbeing Framework. It will enable eligible Canberrans to have access to end-of-life choices that align with their rights, values, and preferences.

Executive Motion – Supporting Territory Rights

Cabinet agreed the Chief Minister move an executive motion in the ACT Legislative
Assembly regarding Territory Rights.

The proposal will impact positively on the domain of Governance and Institutions. It addresses the importance of the ACT Legislative Assembly being able to exercise its
powers to govern for the people of the Australian Capital Territory without undue intervention by the Commonwealth.

CO-SPONSORED Condolence Motion – Mr Domenic Mico

Minute Number: 23/699/CAB

Cabinet agreed to the delivery in the ACT Legislative Assembly of a motion of
condolence for Mr Domenic Mico OAM.

Under the requirements of the ACT Government Cabinet Handbook, no Wellbeing Impact Assessment was required for this item.

Canberra Theatre Redevelopment Project – The Playhouse scope

Minute Number: 23/612/CAB

Cabinet agreed to retain and refurbish The Playhouse, as part of the broader Canberra Theatre Redevelopment Project.

A redeveloped Canberra Theatre Centre will have a positive impact on the identity and belonging of Canberra as a centre of creativity, as well as positive impacts on social connection and the economy.

  • Appointment to the ACT Board of Senior Secondary Studies (BSSS) – ACT branch Australian Education Union nominee (Minute Number: 23/631/CAB)
