Outcome of RFT for Block 3 Section 57 Turner

Cabinet agreed to the revised opportunity cost of releasing Block 3 Section 57 Turner as Build-to-Rent, consequently the Suburban Land Agency may proceed with the sale of Block 3 Section 57 Turner.

Delivery of genuine Build-to-Rent models would provide a significant boost to rental stock to the local market, and in turn have the potential to improve rental affordability.

Work Health and Safety Amendment Bill 2022 – associated matters

Cabinet agreed an approach to Speaker Amendments proposed in relation to the Work Health and Safety Amendment Bill 2022 and agreed an ACT Government Response to the Public Accounts Committee Report 12 inquiring into the Bill.

The Work Health and Safety Amendment Bill 2022 upholds the rights and responsibilities of workers and other duty holders within the ACT Legislative Assembly as a workplace. This Cabinet Submission promotes the wellbeing domain of safety.

Residential Treatment Centre for Eating Disorders Service Provider

Cabinet agreed that Canberra Health Services will be the primary service provider for the Residential Treatment Centre for Eating Disorders.

The main wellbeing domain is Health, with the impact expected to be a clear direction for service and workforce planning to begin and ensure the delivery of the service within expected timeframes.

Statutory Review - sections 26A, 26B, 29A and 29B of the Crimes Act 1900

Minute Number: 23/179/CAB

Cabinet agreed to the findings of the Statutory Review of sections 26A, 26B, 29A and 29B of the Crimes Act 1900 (ACT) and to the tabling of the review report in the ACT Legislative Assembly.

Noting there are no policy or legislative changes recommended by the review, the retention and continued operation of sections 26A, 26B, 29A and 29B of the Crimes Act 1900 will continue to support frontline community service workers from being assaulted at work.

Government Response to the Coronial Inquest into the Death of Joshua

Cabinet agreed the Minister for Mental Health deliver a Ministerial Statement on and table the Government Response to the Coronial finding – Inquest into the death of Joshua.

The Government Response to the Coronial finding – Inquest into the death of Joshua has the potential to impact Australian National University (ANU) students accessing Mental Health Services and the sharing of information between ANU and Canberra Health Services (CHS). The overall outcome of this will be to increase the mental health and wellbeing of students aged 18 and over in the ACT.

Government Response – Standing committee on Justice and Community Safety – Report 14 – Inquiry into the Corrections and Sentencing Legislation Amendment Bill 2022

Cabinet agreed the Government Response to the Inquiry into the Corrections and Sentencing Legislation Amendment Bill 2022 and agreed to the Government Response.

The Government Response will have minimal to no impact on wellbeing. However, the Corrections and Sentencing Legislation Amendment Bill 2022 will have impacts on Governance and Institutions, and Safety as the amendments strive to improve efficiencies for corrections administrative processes and in turn support the wellbeing of detainees and the community.

Regulatory ban of a third tranche of single-use plastic items under the Plastic Reduction Act 2021

Cabinet agreed the Plastic Reduction Amendment Regulation 2023, Plastic Reduction (Single-use Plastic Products – Special Circumstances) Exemption 2023 and the Plastic Reduction (Single-use Plastic Products) Exemption 2023 as well as the associated Explanatory Statements.

Banning further single-use plastic items will have a positive impact on the landscape and biodiversity by contributing to reduced plastic waste, litter and microplastics in the natural
and urban environment.

Update on Next Generation Ticketing and Real Time Passenger (RTPI) Information Solution

Cabinet agreed the update on the current management arrangements for the ACT’s public transport ticketing system, and the progression to a new, upgraded system.

Transport Canberra seeks continued high quality service delivery within the Transport and connectivity wellbeing domain, through the effective management of the transition from the current public transport ticketing system to a new system.

Government amendments to the Gaming Machine (Club Refuge) Amendment Bill 2022

Cabinet agreed the Minister for Gaming progress Government amendments to the Gaming Machine (Club Refuge) Amendment Bill 2022.

The main wellbeing impact of this submission is a positive safety impact. The primary wellbeing outcome it is seeking to change is an increase to the safety of the ACT community during an emergency or other hazard in the ACT.

Drug and Alcohol Sentencing List Legislation Amendment Bill 2023 – Policy Approval

Cabinet agreed the development of a proposed Drug and Alcohol Sentencing List Legislation Amendment Bill, which makes a range of amendments to the Crimes (Sentencing) Act 2005 and other criminal justice legislation.

By improving the operation and accessibility of the Drug and Alcohol Sentencing List, the Drug and Alcohol Sentencing List Legislation Amendment Bill will have positive wellbeing  impacts across the governance and institution, health and identity and belonging, and safety wellbeing domains.
