National Disability Data Asset Memorandum of Understanding and Bilateral schedule

Cabinet agreed the Minister for Disability settle the Bilateral schedule to the National Disability Data Asset Memorandum of Understanding on behalf of the ACT Government.
The main wellbeing impact for this decision is access and connectivity. The National Disability Data Asset will enable better access to evidence and data. It will provide a more complete picture of the needs of people with disability and the services they access. This will support government to strengthen services and programs, target investment and improve outcomes for people with disability.
Agreement to Introduce - Electoral and Road Safety Legislation Amendment Bill 2023

Cabinet agreed the Special Minister of State introduce to the ACT Legislative Assembly the Electoral and Road Safety Legislation Amendment Bill 2023, which will amend the Electoral Act 1992, the Public Unleased Land Act 2013 and road transport legislation to address recommendations of the Inquiry into the 2020 ACT Election and Electoral Act and commitments under the Parliamentary and Governing Agreement for the 10th ACT Legislative Assembly.
Under the primary wellbeing domain of Governance and Institutions, the Bill will beneficially impact the wellbeing of ACT voters, the ACT Electoral Commission, and ACT political parties, Members of the ACT Legislative Assembly and election candidates through: limiting the actual or perceived risk of undue influence in the electoral system; increasing transparency; improving access to voting; and increasing public confidence in, and maintaining the integrity of, the ACT electoral system.
Appropriation Bill 2023-24 and Appropriation (Office of the Legislative Assembly) Bill 2023-2024 – Agreement to introduce

Government Response – Report of a Review of a Correctional Centre by the ACT Inspector of Correctional Services – Healthy Prison Review of the Alexander Maconochie Centre 2022

Cabinet agreed the Minister for Corrections table the Government Response to the Report of a Review of a Correctional Centre by the ACT Inspector of Correctional Services – Healthy Prison Review of the Alexander Maconochie Centre 2022 in the ACT Legislative Assembly.
The Government Response addresses recommendations made by the Inspector for Correctional Services. Implementing the agreed recommendations will contribute to continuous improvement of the care, treatment and safety of staff and detainees at the Alexander Maconochie Centre primarily impacting the Safety and Governance and Institutions wellbeing domains.
ACT Government Submission to Parliamentary Joint Committee on Human Rights Inquiry into Australia’s Human Rights Framework

National Housing and Homelessness Agreement extension

Cabinet agreed the Minister for Housing and Suburban Development sign the Bilateral Schedule for the extension of the National Housing and Homelessness Agreement on behalf of the ACT Government.
The National Housing and Homelessness Agreement positively impacts wellbeing in the housing and home domain by enabling Commonwealth funding for social housing and homelessness services to be provided to people in the ACT experiencing disadvantage. Secure, suitable and affordable accommodation is essential to health and wellbeing.
Statutory Office Holder Independence Review – Interim Report (PAGA item)

Cabinet agreed work to be undertaken on a review of Statutory Office Holder Independence.
Any agreed change to the status of independent statutory office holders may impact relevant office holders and their staff, for example, by amendment to relevant governing legislation and restructuring offices, budgetary and reporting responsibilities to the Legislative Assembly. Members of the ACT community similarly may be affected by potential changes to the status of office holders, though such impacts are likely indirect and of minor degree – primarily these are considered in the context of adjustment in the offices’ engagement approach to providing support services to community members.
Ministerial Statement - Voluntary Assisted Dying Listening Report

Cabinet agreed the Minister for Human Rights deliver a Ministerial Statement in the ACT Legislative Assembly providing insights on the Listening Report for the voluntary assisted dying consultation process.
Release of the Listening Report will have positive impacts in the ‘governance and institutions’ and ‘health’ domains. The Listening Report is a reminder of the valuable role that Canberrans have in key government processes to inform the development of law and policy, particularly in reference to ensuring people can access quality end of life care.
Assembly Business Paper - Ministerial Statement – Minister for Health – Northside Hospital Transition – 27-29 June 2023

Auditor-General’s Performance Audit Report No. 1 of 2023 – Construction Occupations Licensing – Government Response

The Government Response will have a positive impact on the domains of ‘Governance and Institutions’ and ‘Safety' by increasing trust in government by enhancing the ACT construction licensing scheme; improving transparency, effectiveness, and consistency of decision-making practices; establishing efficiencies in the management of associated information systems; improving the integrity of other related licensing schemes that impact the ACT construction industry; and managing risks presented by other related licensing schemes.
