Variation in Sex Characteristics Restricted Medical Treatment Bill 2023

Cabinet agreed the Chief Minister present the Variation in Sex Characteristics (Restricted Medical Treatment) Bill 2023 to the ACT Legislative Assembly.

The wellbeing impacts of the submission include: the provision of additional care services and a regulatory framework protecting people with variations in sex characteristics, and a contribution to the dismantling of social and medical norms about bodies having to conform to particular binary norms of male and female.

ACT Aboriginal and Torres Strait Islander Agreement 2019-2028 Phase Two Focus Area Action Plans (July 2022 – December 2024)

Cabinet agreed to public release of the ACT Aboriginal and Torres Strait Islander Agreement 2019-2028, Phase Two Focus Area Action Plans (2023 –2024) following tabling in the Legislative Assembly.

The ACT Agreement enables Aboriginal and Torres Strait Islander peoples to exercise self-determination and have the ability and resources to provide their own solutions, acknowledging that Aboriginal and Torres Strait Islander leadership is central to the process of ensuring the long-term emotional and physical wellbeing of Aboriginal and Torres Strait Islander communities. The focus of the ACT Agreement is for Aboriginal and Torres Strait Islander communities to be able to meet their social, cultural, and economic needs.

December Quarterly Report, 2022-23 Whole of Government Capital Works Program

Cabinet agreed to circulate the 2022-23 Capital Works Program Quarterly Progress Report – 31 December 2022 to members of the ACT Legislative Assembly by 1 March 2023 as required under Section 30F of the Financial Management Act 1996.

ACT Government Submission – ECCB Inquiry into Heritage Arrangements in the ACTCB Inquiry

Cabinet agreed to provide an ACT Government submission to the Legislative Assembly Standing Committee on Environment, Climate Change and Biodiversity Inquiry into Heritage Arrangements in the ACT.

Government Amendment - Residential Tenancies Legislation Amendment Bill 2022

Cabinet agreed Government amendments to the Residential Tenancies Legislation Amendment Bill 2022.

This submission will have a minor, time-limited impact in the Housing and Home domain for tenants, as it will confirm that ‘no cause’ notices to vacate (NTV) issued prior to commencement of the Bill will remain valid where the vacate date falls after commencement. This impact is necessary to avoid the Bill having retrospective effect. The submission will also have short-term positive impacts in the Governance and Institutions domain as the purpose of the proposed amendment is to create confidence in existing laws.

Select Committee on Privileges 2022 Report – ACT Government response

Cabinet agreed the ACT Government response to the report from the Select Committee on Privileges 2022 Inquiry into possible contempt of the Assembly: Imposition of prohibition notice by WorkSafe ACT final report in its final report.

The Submission positively engages the governance and institutions wellbeing domain by continuing to support all workers’ health and safety, including the ACT Legislative Assembly as a workplace, while acknowledging the powers, privileges and immunities of the ACT Legislative Assembly.

Margaret Timpson Park, Belconnen Town Centre Petition 28-22

Cabinet agreed that the Minister for Planning and Land Management provide the response to Petition 28-22 – Margaret Timpson Park, Belconnen Town Centre to the Clerk of the ACT Legislative Assembly.

Development of the site will have a positive impact for the ACT community by providing much needed housing close to public transport and the town centre.

Government Response to Petition Numbers 39-22 – Parking at Kippax Fair

Bargaining for the Teacher Enterprise Agreement Negotiations

Cabinet agreed the Expenditure Review Committee of Cabinet be authorised to finalise the proposal to the Australian Education Union ACT Branch as a formal Government offer in response to their bargaining claims for Teaching Staff Enterprise Agreement.

Bargaining for the new teaching staff enterprise agreement will have major wellbeing impacts on the community in access to quality public education and in education outcomes.

Ginninderry Women's Housing Initiative

Cabinet agreed to contribute funding for the development of the Ginninderry Women’s Housing Initiative. The project will deliver up to 22 Build-to-Rent-to-Buy (BtRtB) dwellings for financially vulnerable women and will be jointly funded with the National Housing Finance and Investment Corporation (NHFIC) through a special purpose vehicle being established by Community Housing Canberra.

This project will provide safe, secure and affordable rentals for up to 22 ‘financially vulnerable’ women with an option to purchase over the 10-year period. It is designed to provide a pathway to home ownership by helping to overcome the deposit hurdle faced by many households on lower incomes.

Circular Economy Bill (policy approval)

Cabinet agreed to draft circular economy legislation that will provide a framework for the Minister for Transport and City Services to implement circular economy initiatives via subordinate legislation.

As the ACT Government continues to progress circular economy in the ACT, it is anticipated that there will be positive wellbeing impacts across the environment and climate and economy wellbeing domains. Circular economy legislation seeks to support wellbeing through designing out waste and pollution, keeping materials in use in the economy and avoiding negative impacts to the environment and regenerating natural systems.

The submission focuses on improving targeting, monitoring and evaluation of ACT Government childhood healthy eating and active living programs and services. It seeks to address the health domain of the Wellbeing Framework.

Government response to Assembly Resolution 30 November 2021 – Dryland Ovals

Cabinet agreed the Government response to the Assembly Resolution of 30 November – Dryland Ovals – Land Management Plans be presented in the ACT Legislative Assembly.

The draft Land Management Plan (draft LMP) will be used by land managers to guide the management of ACT’s urban open space - which includes Informal Use (Dryland) Ovals - and its assets to ensure they can continue to be enjoyed by current and future generations alike. As a publicly available document, the draft LMP is a valuable resource for members of the public who wish to learn more about how the ACT Government manages our urban open space or want to become more involved in the management of these spaces.
