Wellbeing priorities for 2024-25 ACT Budget

Cabinet agreed to establish wellbeing priority areas to guide the 2024-25 ACT Budget process.
Wellbeing priority areas in Budget demonstrate that the ACT Government is alert to the key issues impacting Canberrans and is working actively to address them. The development of wellbeing priority areas will help to focus investment into areas of greatest need, which will likely have positive impacts across all wellbeing domains.
Assisted Reproductive Technology Bill 2023 – Agreement to introduce

Cabinet agreed the Minister for Health introduce the Assisted Reproductive Technology Bill 2023 to the ACT Legislative Assembly.
This proposal sits primarily within the ‘health’ domain. The regulatory requirements ensure the quality, transparency and safety of assisted reproductive technology services in the ACT; and the donor register supports donor-conceived people to access to information about heritable health conditions and to avoid entering into an intimate relationship with a biological relative. There are known general benefits to health and wellbeing for donor conceived people, and likely benefits for donors and intended parents through increased information sharing. It is anticipated that there will be benefits in the domain of ‘social connection’, as the donor register will enable linking between individuals of shared genetic identity; as well as in the domain of ‘identity and belonging’, as donor-conceived people will be able to access information about their donor, ethnicity and social or cultural background.
Urban Tree Canopy Coverage – Resolution of 31 March 2021 – Government Response – Third Update

Cabinet agreed the Minister for Transport and City Services present the 2023 Report to the Legislative Assembly on Urban Canopy Cover in the ACT Legislative Assembly.
The Urban Tree Canopy Coverage (report) provides key actions underway to meet the objectives of the Strategy and their level of contribution towards achieving the canopy cover target including a planting program of 54,000 trees by 2024, canopy cover mapping, a forest condition report, updates to living infrastructure reference documents, and community planting programs.
Omnibus Response to Assembly Resolutions – Online Reporting Mechanism – Assembly Resolution of 8 February 2023 and Response to Sexual Assault – Online Reporting – Assembly Resolution of 29 March 2023

Cabinet agreed the Minister for Police and Emergency Services deliver a Ministerial Statement in the ACT Legislative Assembly, in response to the Assembly Resolutions of 8 February 2023 and 29 March 2023 on online reporting mechanisms and response to sexual assault – online reporting.
Delivering the Ministerial Statement in the Legislative Assembly, in response to the Assembly Resolutions of 8 February 2023 and 29 March 2023, supports the safety wellbeing domain by promoting the work of ACT Policing and the online reporting portal. Delivery of the Ministerial Statement will also fulfill the commitment to respond to the Assembly Resolutions by the end of the year.

Government Response - Restorative Justice Reforms – Assembly Resolution of 28 June 2023

Cabinet agreed Terms of Reference for the Independent Review of the ACT’s Restorative Justice Scheme, and that the Attorney-General make a Ministerial Statement in the ACT Legislative Assembly providing an update on the review and related matters before the last day of sitting in 2023.
The Ministerial Statement primarily impacts the safety domain. Providing an update on the Review of the ACT’s Restorative Justice Scheme is likely to have a positive impact as it proactively engages the ACT’s restorative justice community on the progress of the Review.
Review of the Public Interest Disclosure Act 2012

Multilateral Agreement – Family, Domestic and Sexual Violence Responses 2021-2027 National Partnership Agreement

Cabinet agreed the Minister for the Prevention of Domestic and Family Violence sign a new agreement under the Family, Domestic and Sexual Violence National Partnership Agreement 2021-2027 with the Commonwealth and other states and territories.
Endorsing the new agreement under the Family, Domestic and Sexual Violence National Partnership Agreement 2021-2027 will support the safety wellbeing domain by boosting investment in responses to domestic, family and sexual violence.
Government Response to Petition 011-23 Pedestrian Crossing and Safety at the Intersection of Gribble and Hibberson Street

Cabinet agreed the Minister for Transport and City Services provide the response to Petition 011-23 regarding a pedestrian crossing and safety at the intersection of Gribble and Hibberson Street to the Clerk of the ACT Legislative Assembly.
The response to the petition outlines a traffic survey that was undertaken in 2016 and a pedestrian survey undertaken in 2021. In an effort to improve active travel facilities in town centres TCCS have engaged a local consultant to undertake a traffic study and identify possible improvements to the intersection.
Government Response to Assembly Resolutions of 29 March and 31 August 2023: Specialist Medical Training Accreditation

Specifically implementing recommendations, the ACT Government will contribute to sustainable improvements that will ensure the provision of safe and high-quality health care for consumers and staff within the Canberra Hospital.

The Assembly Resolution Response Report on Culturally and Linguistically Diverse (CALD) Data Collection addresses the ACT Government’s commitment to best practice principles that support the ongoing retention, attraction and promotion of Culturally and Linguistically Diverse (CALD) people in the ACT Public Service. The Wellbeing Domain most significantly addressed in tabling this report is Identity and Belonging.
Combined Our Booris, Our Way Review Six-Monthly Update and Out of Home Care Snapshot Report – November 2023

Cabinet agreed the Minister for Families and Community Services: provide a Ministerial Statement on the progress of the Government Response to the recommendations from the Our Booris, Our Way Review and the Next Steps for Our Kids Strategy; and table the Our Booris, Our Way six-monthly update and Out of Home Care Snapshot Report in the ACT Legislative Assembly.
Implementation of the Our Booris, Our Way recommendations focus on reducing the number of Aboriginal and Torres Strait Islander children and young people in the child protection system, improving the experience of children and young people whilst in care, and increasing pathways for restoration to parents, kin and culture. The Out of Home Care Snapshot Report provides transparency of data earlier than is possible through national reporting mechanisms. The key wellbeing domain relevant to these reports is safety.

Access to spaces for art, culture and creative activity for the Woden community has positive impacts primarily in the domain of social connection. The relevant indicators of this domain are participation in community events and activities; and sense of social connection through shared ideas, stories and heritage. The response to the petitions provides information on arts, culture and creative activity in Woden.
Government Response to Petition 025-23 – Lighting at Ngunnawal Oval

Cabinet agreed the Minister for Sport and Recreation provide the response to Petition 025-23 - Lighting at Ngunnawal Oval to the Clerk of the ACT Legislative Assembly
The ACT Government has committed to improve the Ngunnawal Neighbourhood Oval with upgrades including parking enhancements, sportsground flood lighting, toilet facilities and an improved irrigation system. Currently the site is not a bookable facility, with its most common use being for ad-hoc community recreation activities. The improvements will provide much needed added capacity for organised sport and take pressure off other bookable facilities in the Gungahlin region.
Government Response to Petition 014-23 – School Bus for Lyons Early Childhood School

Cabinet agreed the Minister for Transport and City Services provide the response to Petition 014-23 regarding School Bus for Lyons Early Childhood School to the Clerk of the ACT Legislative Assembly for tabling.
The response to the Petition provides implications if a service were to be provided, and a possible alternate consideration of ‘bell time’ adjustment at one of the schools. This would facilitate parents being able to collect siblings who may attend different schools, with greater ease.
