Nursing, Midwifery and Allied Health Study Support Program – Next Steps
Minute Number: 23/576/CAB
Cabinet agreed to broaden the scope of the Nursing, Midwifery and Allied Health Study Support initiative as announced in the 2023-24 Budget to incentivise both the attraction and retention of students. Cabinet also agreed to authorise the Minister for Economic Development to agree to final program parameters in consultation with the Minister for Health.
This proposal will primarily impact the education and life-long learning wellbeing domain. It will have a positive impact on student wellbeing, particularly at a time where living costs are placing pressure on the mental and physical wellbeing of students studying critical degrees.
ACT Government submission of House of Representatives Standing on Social and Legal Affairs – Inquiry into the recognition of unpaid carers

Cabinet agreed the ACT Government submission to the House of Representatives Standing Committee on Social and Legal Affairs - Inquiry into the recognition of unpaid carers.
The submission will have a positive impact in 3 wellbeing domains: social connection; time; and governance and institutions. The submission demonstrates the ACT Government’s ongoing commitment to building a community that cares for carers and the people they care for.
Condolence Motion – Graeme Neate AM

Cabinet agreed to the Attorney-General moving a condolence motion for Mr Graeme Neate AM in the ACT Legislative Assembly.
Under the requirements of the ACT Government Cabinet Handbook, no Wellbeing Impact Assessment was required for this item.
Civic Partnership Agreement between the University of Canberra and the ACT Government

Cabinet agreed to endorse the Civic Partnership Agreement between the University of Canberra and the ACT Government.
Implementation of the Civic Partnership Agreement will support Canberrans’ education and life-long learning by expanding the role the University of Canberra plays in the community’s civic life and provision of post-secondary education opportunities.
Ministerial Statement – Coroner’s Report into the death of Maarouf El-Cheikh – Coroner K Archer

Cabinet agreed the Minister for Health table the Coroner’s Report into the death of Mr Maarouf El-Cheikh and the Government’s Response in the ACT Legislative Assembly.
Changes to policies and training in the Emergency Department at the former Calvary Public Hospital Bruce were implemented to address systemic issues raised in the Coronial Report into the death of Maarouf El-Cheikh. The targeted changes made to policies, training and automation within the former Calvary Public Hospital Bruce Emergency Department were to assist staff to provide timely and safe clinical patient care based on best practice. Changes were also aimed at culture, specifically including the Speaking up for Safety program to encourage staff to escalate issues immediately. These changes are expected to substantially reduce the risk of systemic process and culture issues within the former Calvary Public Hospital Bruce having an impact on patient and staff wellbeing.
