Final Integrated Energy Plan 2024-2030

Cabinet agreed the release of the Integrated Energy Plan 2024-2030.

The submission impacts the Environment and Climate domain and, indirectly through the development and implementation of the IEP, the Health and Economy domains. The ACT energy transition is anticipated to have a major impact on ACT energy consumers (household, business, and industry), with the greatest impact being felt by those vulnerable to the gas transition. This includes those on lower incomes (both those reliant on government support and lower income workers), public or private renters, culturally and linguistically diverse people, small businesses and sectors encountering complex transitions.

Technology Investment Plan and Project Pipeline

Cabinet agreed the Technology Investment Plan 2024-25 to support strategic technology investment decision-making for the 2024-25 ACT Budget.

The implementation of the Technology Investment Plan 2024-25 and Technology Project Pipeline will have positive wellbeing impacts across the Governance and institutions domain.

MyWay+ Update

Cabinet agreed the update on the MyWay+, including the current status, single-phase delivery approach and funding profile.

The new MyWay+ solution will allow us to move around our liveable city and access the types of places and services we need, and when we need them; including those who require additional support to gain independence, require access to responsive, tailored services such as those on offer in MyWay+.

ACT Infrastructure Plan Update – Climate Action, Energy and Environment Sector

Cabinet agreed to the Climate Action, Energy and Environment sector update to the ACT Infrastructure Plan.

The provision of infrastructure is a significant enabler of wellbeing and is vital to enable the sustainable growth of Canberra’s communities. The sector updates to the ACT Infrastructure Plan will positively impact the wellbeing of the Canberra community and economy by ensuring that the Government’s infrastructure priorities remain appropriate to our community and that sector needs are communicated clearly. The updated Climate Action, Energy and Environment sector includes projects which will have positive direct and indirect impacts to the domains of Environment and Climate, Identity and Belonging, Economy and Governance and Institutions.

ACT Social Recovery Framework

The ACT Social Recovery Framework provides the ACT Government and our social recovery community partners with the vision, direction and guidance to deliver effective social recovery services for Canberrans when they need it most. The Framework will help ensure ACT Government social recovery efforts support Canberrans throughout their recovery journey by meeting their safety, health and connection needs and enabling them to regain a sense of wellbeing and the ability to thrive in the aftermath of disaster.

ACT Housing Strategy – 5 Year Snapshot

Building on the existing ACT Housing Strategy from 2018, the ACT Housing Strategy: 5 Year Snapshot is expected to continue having a positive impact on the wellbeing of Canberrans, as it focuses on housing options for all members of the community.

West Belconnen Landfill Capping and Development – Project Update

Cabinet agreed the progress update on the West Belconnen Landfill Capping and Development Project.

That the Landfill Capping and Development Project will have wellbeing impacts across the environment and climate and access and connectivity wellbeing domains.

Ministerial Statement – Government Response – Literary and Numeracy Education Expert Panel Report (response to the Assembly resolution of 26 October 2023 – Literacy results in the ACT)

Cabinet agreed: to accept the recommendations in the Final Report; provide funding in the 2024-25 ACT Budget to implement the recommendations; and the Minister for Education and Youth Affairs deliver a Ministerial Statement to the ACT Legislative Assembly.

The implementation of recommendations from the Final Report will make a critical contribution to the ACT Wellbeing Framework through a direct contribution to the wellbeing domain Education and Lifelong Learning, but also to a broader range of domains by supporting the benefits of a sustainable and high-quality public education system in the ACT.

Indicative Land Release Program 2024-25 (to 2028-29)

Cabinet agreed to publish the 2024-25 to 2028-29 Indicative Land Release Program (ILRP) including the 2024-25 housing targets.

The 2024-25 to 2028-29 ILRP has a positive benefit for the Housing and Home Wellbeing Indicator. It provides housing options for the people of Canberra, economic development opportunities for businesses and addition of more local community facilities for our suburbs.

Belconnen Basketball Stadium – Update and Next Steps

Cabinet agreed the ACT Government commence planning and detailed design requirements to expand the Belconnen Basketball Stadium in partnership with Basketball ACT.

The expansion of the Belconnen Basketball Stadium will have a positive impact across health and social connectivity wellbeing domains through provision of access to high quality basketball facilities, reducing the need for residents to travel to multiple facilities to play basketball and increasing opportunities for social connection through organised sporting activities including training and competition.

Territory-wide public hospital infrastructure and new northside hospital scope of services

Cabinet agreed a clinical services and budget-led scope of the new northside hospital which optimises the distribution of services across the Territory’s public hospitals.

The development of the new northside hospital will have positive impacts in the Wellbeing Domain of Health. This impact will be enhanced with Canberra Health Services as the operator of the new northside hospital, providing an opportunity to plan and deliver a public hospital network under one operator. Work is underway to understand how the Territory can maximise the efficiency and impact of capital investment across the Territory’s public hospital campuses.

The ACT Road Safety Report Card 2022 and 2023 will primarily impact on the Governance and Institutions domain, recognising that the ACT Road Safety Report Card 2022 and 2023 seeks to report on the safety and wellbeing of road users, which affects the whole ACT community.

Improving Mental Health and Wellbeing Outcomes for People with Intellectual Disability – Position Statement

Cabinet agreed the Minister for Mental Health present a Ministerial Statement in the ACT Legislative Assembly on the release of the Improving Mental Health and Wellbeing Outcomes for People with Intellectual Disability – Position Statement

The Position Statement is intended to help inform future planning and investment in the health system to support the mental health and wellbeing of people with intellectual disabilities. As such, the major positive impact of this Position Statement sits within the Health domain with benefits primarily to be experienced by people with intellectual disabilities, their carers and families. As mental health and wellbeing involves more than mental health services, the Position Statement notes the importance and role of communities and broader networks, services and supports in improving mental health and wellbeing. As such, this Position Statement applies to supporting the mental health of people with intellectual disabilities across the whole human services system.

Neurodiversity in the ACT – Assembly Resolution of 14 September 2023 – Government Response

Cabinet agreed the Minister for Disability table the Government Response to the Assembly Resolution of 14 September 2023 -Statement on Neurodiversity in the ACT, in the ACT Legislative Assembly.

The Statement is the ACT Government’s response to the Neurodiversity in the ACT – Assembly Resolution of 14 September 2023. The Statement details the ACT Government’s commitment to develop an ACT Neurodiversity Strategy as an action under the ACT Disability Strategy First Action Plan 2024-2026. The development of an ACT Neurodiversity Strategy will positively impact the wellbeing of neurodiverse Canberrans. The main wellbeing domains the ACT Neurodiversity Strategy will address are Governance and Institutions, Access & Connectivity and Identity and Belonging.

Fire Trail Repair Report June 2024 - Response to Assembly Resolution 1 November 2023 - Bushfire Preparedness

Statutory review of the Senior Practitioner Act 2018

Cabinet agreed the Minister for Disability table the Final Report – Statutory review of the Senior Practitioner Act 2018 (Final Report) in the ACT Legislative Assembly.

The statutory review of the Senior Practitioner Act 2018 will impact the governance and institutions wellbeing domain, particularly around upholding and protecting human rights. The review findings will support the Office of the Senior Practitioner and service providers in relevant sectors to continue to develop strengthened practices. This will enhance the safety and dignity of vulnerable people who use support services regulated by the SP Act.

Government Response to Coronial Inquests into the deaths of Richard Roberts, Samantha Baglin and Dominic Coleman

Cabinet agreed: the ACT Government Response to the Coroner’s Report – In the matter of three deaths of Australian Federal Police (AFP) appointees in the Australian Capital Territory; and the Minister for Police and Crime Prevention table the Coroner’s Report and the Government Response in the ACT Legislative Assembly.

The Government’s response will have positive impacts on the governance and institutions, and safety wellbeing domains.

Ministerial Statement – Re-envisioning Older Persons Mental Health and Wellbeing in the ACT Strategy 2022-2026 – Update

Cabinet agreed the Minister for Mental Health present the Ministerial Statement to provide an update on Towards our Vision: Re-envisioning Older Persons Mental Health and Wellbeing in the ACT Strategy 2022-2026 to the ACT Legislative Assembly.

It is anticipated that providing an update on the progress made against the Strategy will have a beneficial impact on the health and wellbeing domain for the ACT community, as it will provide assurance of progress underway to improve the mental health of older Canberrans.

Government Response to Petition E-PET 001-24 - Toilet Facilities at Ruth Park Playground in Coombs

Cabinet agreed the Minister for City Services provide the response to Petition 001-24 regarding Toilet Facilities at Ruth Park Playground in Coombs to the Clerk of the ACT Legislative Assembly for tabling.

Toilet facilities support extended use of open space areas such as picnic areas and playgrounds by providing suitable and accessible amenities. The ACT Government will continue to adopt best practice toilet facility design choices for Canberrans.

Ministerial Statement - ACT Government Response to Resolution of the Assembly 19 March 2024 – Menstruation and menopause supports

Cabinet agreed the Minister for Women present a Ministerial Statement on Menstruation and menopause supports in the ACT Legislative Assembly in response to the Assembly Resolution of 19 March 2024.

The Ministerial Statement supports the ACT Government’s commitment to achieving gender equality in the ACT through addressing barriers faced by women, girls and people who menstruate, as a result of menstruation and menopause. The Wellbeing Domain most significantly addressed by the implementation of the related supports will be Health.

Ministerial Statement - Domestic and Family Violence Review (Death Review) Biennial Report 2023

Cabinet agreed the Minister for the Prevention of Family and Domestic Violence present a Ministerial Statement responding to the first ACT Domestic and Family Violence Review (Death Review) Biennial Report 2023 in the ACT Legislative Assembly.

The Wellbeing Impact Assessment identified the Ministerial Statement is likely to have a positive impact in the Safety and Governance and Institutions domains by signalling to the ACT community that domestic and family violence is a serious issue, which the ACT Government is committed to addressing and preventing. It will also further support the Governance and Institutions wellbeing domain by fulfilling the Minister’s commitment to delivering a statement in response to the report before the end of June 2024.

Government Response – Major Infrastructure Program – Assembly Resolution of 19 March 2024

Cabinet agreed the Chief Minister table the Government Response to the Assembly Resolution of 19 March 2024 – Major Infrastructure Program – Investment – Transparency and a copy of correspondence to the Prime Minister and NSW Premier in the ACT Legislative Assembly.

Tabling of the Government Response and associated correspondence on the National Capital Investment Framework is not anticipated to generate direct wellbeing impacts. However, any funding provided under the Framework would support the delivery of critical infrastructure for the Canberra community. This would generate wellbeing impacts across multiple domains and indicators, with the predominate impacts to the Access and Connectivity domain.

Review of ACT’s snake licensing arrangements and the resourcing of snake catching and education services

Cabinet agreed the Minister for the Environment, Parks and Land Management provide the ACT Government Response to E-petition 005-24, ’Review of ACT’s snake licensing arrangements and the resourcing of snake catching and education services’ to the Clerk of the ACT Legislative Assembly and present a Ministerial Statement on the same matter.

Maintaining current practices in the ACT regarding snakes prioritises the wellbeing of our wildlife and people by safeguarding the ACT’s biodiversity and protecting public safety. These practices include supporting measures to conserve native venomous snakes in their natural habitats, promoting public education about the importance of coexistence with wildlife, and implementing appropriate regulations to discourage the keeping of any native animal in captivity.

Ministerial Statement recognising retiring members of the ACT’s Scientific Committee
