Growing and Renewing Public Housing – Six Monthly Progress Report (no.8) + ACT Government Response to Assembly Resolution 30 August 2023 – Public Housing Stock

Cabinet agreed the ACT Government Response to Assembly Resolution 30 August 2023 - Public Housing Stock.

Through the Growing and Renewing Public Housing Program, the Community Services Directorate, will ensure the continued and expanded provision of social housing to those most in need.

Policy approval for a Bill to address Recommendation 8 of the Board of Inquiry Report

Cabinet agreed to the drafting of a Bill to address Recommendation 8 of the Board of Inquiry Report, and to amend the Evidence (Miscellaneous Provisions) Act 1991 to provide that the protected confider who is not a party may appear in the criminal proceedings.

The Bill aims to amend legislation pertaining to disclosure of evidence in criminal proceedings. It is expected to have a positive impact on criminal proceedings, and thereby on all those involved in those proceedings.

Government Response – Heritage Jurisdictional Review and Standing Committee Inquiry into ACT’s Heritage Arrangements

Cabinet agreed the Minister for Heritage: release the ACT Heritage Jurisdictional Review, Consultation Report – Final (Consultation Report); and table in the ACT Legislative Assembly the Government’s Response to the Inquiry by the Assembly’s Environment, Climate Change and Biodiversity Committee.

The Heritage Jurisdictional Review has suggested a wide range of potential reforms to guide and inform the government’s ongoing work to strengthen the protection, conservation and management of the ACT’s Aboriginal, cultural and natural heritage. The suggested reforms will help to enhance a variety of wellbeing domains by raising awareness, understanding, and appreciation of heritage and improving the management of the ACT’s valuable heritage assets.

Government Response – Standing Committee on Justice and Community Safety – Report No 20 – Inquiry into Penalties for Minor Offences and Vulnerable People

Cabinet agreed the Attorney-General, the Minister for Government Services and Regulatory Reform, and the Minister for Transport table, in the ACT Legislative Assembly, the Government Response to the Standing Committee on Justice and Community Safety Report No 20, Inquiry into Penalties for Minor Offences and Vulnerable People.

The tabling of the Government Response will support the wellbeing outcome of Governance and Institutions, recognising that the Government remains committed to ensuring that administrative penalties do not create undue hardship on vulnerable people.

Response to Petition – Increasing the police presence at Kippax shops

Cabinet agreed the Minister for Police and Crime Prevention provide the Government Response to petition number E-PET-021-23 – Increasing the police presence at Kippax shops to the Clerk of the ACT Legislative Assembly.

The ACT Government’s decision to commit and additional $107 million to ACT Policing for an additional 126 police officers in the ACT over the next five years demonstrates the Government’s continued commitment to the safety of the ACT community and Canberra residents’ feeling of safety.

Government Response – ACT Auditor-General’s Report No. 8 of 2023 – Supports for students with disability in ACT public schools

Cabinet agreed the Minister for Education and Youth Affairs table the Government response to the Auditor-General’s Report No. 8 of 2023 – Supports for students with disability in ACT public schools.

The Government response to the Auditor-General’s Report No. 8 of 2023 – Supports for students with disability in ACT public schools outlines work that will strengthen inclusion in all ACT public schools to benefit students with and without disability. This work aligns with the wellbeing domain of Education and Lifelong learning.

ACT Government Submission to the Standing Committee on Environment, Climate Change and Biodiversity Inquiry into Climate Change and a Just Transition

Cabinet agreed the Minister for Climate Action provide the ACT Government Submission to the Standing Committee on Environment, Climate Change and Biodiversity Inquiry into Climate Change and a Just Transition.

The proposal does not have a direct wellbeing impact, as no new initiatives for the ACT are being considered. Ongoing ACT Government initiatives detailed in the submission have a positive impact on climate and the environment.

Government Submission – Standing Committee on Planning, Transport and City Services – Inquiry into the Property Developers Bill 2023

Cabinet agreed the Minister for Sustainable Building and Construction provide the ACT Government Submission to the Legislative Assembly Standing Committee on Planning, Transport and City Services inquiry into the Property Developers Bill 2023.

The introduction of an ACT property developers licensing and regulatory scheme will have positive impacts across the economy, safety and health wellbeing domains through improved accountability, better protections for consumers, and reduce the stress that some consumers may suffer by providing them with greater information about developments and the developers behind them. This submission will help the Committee to be well informed about the current actions being taken by Government.

December Quarter Report, 2023-24 Whole of Government Capital Works Program

The Expenditure Review Committee of Cabinet agreed to table the 2023-24 Capital Works Program Quarterly Progress Report - 31 December 2023 in the ACT Legislative Assembly, as required under Section 30F of the Financial Management Act 1996.

Under the requirements of the ACT Government Cabinet Handbook, no Wellbeing Impact Assessment was required for this item.

2024-25 Emissions-based registration light vehicle fees

Minute Number: 23/910/ERC

The Expenditure Review Committee of Cabinet agreed to the 2024-25 vehicle registration fees for light vehicles.

This proposal benefits the environment through reduced particulate pollution and reduced greenhouse gas emissions from transport. Lower emissions vehicles are lower cost to run and provide health benefits across the community through reduced noxious gases and particulates.
