Government Response to Assembly Resolution of 1 November 2023 - Belconnen to Civic Bus Corridor - Upgrades

Cabinet agreed the Minister for Transport present a Ministerial Statement and Government Response to the Legislative Assembly in response to the Assembly Resolution “Belconnen to Civic bus corridor – Upgrades” dated 1 November 2023.

This initiative aligns with the ACT Government’s clear policy commitment to support density growth in Canberra by implementing a trunk rapid public transport system towards a key road network and would also significantly contribute for the viability of longer-term public transport initiatives such as light rail.

Release of Block 5 Section 235 Gungahlin

Minute Number: 24/310/CAB

Cabinet agreed to release Block 5 Section 235 Gungahlin as part of an Expression of Interest (EOI) process for Community Facility (CFZ) zoned land.

The release of Block 5 Section 235 Gungahlin will support the broader needs of the Gungahlin Community. Provision for parking to serve the broader community will be considered (and appropriately provisioned) for in the Gungahlin Town Centre East Precinct. The proposed Gungahlin community centre due for completion in late 2026 will be available for use by all members of the Gungahlin and broader ACT community.

Implementation of the Same Job Same Pay commitment

Cabinet agreed to authorise the Office of Industrial Relations and Workforce Strategy to negotiate options with unions and other stakeholders to implement the Same Job Same Pay commitment.

Up to 40 per cent of workers are in insecure work (either casual work, dependent on contracting, in labour hire, working too few hours or in the gig economy) with women, young people and culturally diverse people most likely to be in insecure employment. Insecure work and/or underpaid work limits the ability of workers to obtain loans, buy a house and use their purchasing power to grow the economy. The Same Job Same Pay commitment will have a positive impact on people engaged in work for the ACTPS through a consultant or contractor by ensuring they are provided with pay and conditions equivalent in overall terms to ACTPS pay and conditions.

Government Response to Report on Inquiry into the Property Developers Bill 2023 and Government Amendments

Cabinet agreed: the Minister for Sustainable Building and Construction table the ACT Government Response to the Legislative Assembly Standing Committee on Planning, Transport and City Services Inquiry into the Property Developers Bill 2023 in the ACT Legislative Assembly; and introduce the Government amendments to the Property Developers Bill.

The introduction of an ACT property developers licensing and regulatory scheme will have positive impacts across the economy, safety and health wellbeing domains through improved accountability, better protections for consumers, and reduce the stress that some consumers may suffer by providing them with greater information about developments and the developments behind them. This submission will inform the Committee and the community about the current actions being taken by Government.

Integrity Legislation Amendment Bill 2024 – Agreement to Introduce

Cabinet agreed the Chief Minister introduce the Integrity Legislation Amendment Bill 2024 to the ACT Legislative Assembly.

The proposed reforms aim to improve administrative efficiency and promote the accessibility of wellbeing assistance under the Integrity Commission Act 2018.

ACT Government Submission: Review into the Points Test

Cabinet agreed the Minister for Skills and training provide the ACT Government submission on the Review into the Points test to the Department of Home Affairs.

The ACT Government submission will have positive wellbeing impacts across the economy and belonging and identity wellbeing domains.

Land Transport Infrastructure Projects - Federation Funding Agreement Schedule 2024-2029

Minute Number: 24/319/CAB

Cabinet Agreed the Minister for Transport sign the Federation Funding Agreement Schedule for Land Transport Infrastructure Projects under the Commonwealth’s Infrastructure Investment Program.

This will have a positive wellbeing impact on the Access and Connectivity domain, as it will support our ability to get around the ACT and access neighbouring regions via nationally significant infrastructure.

Ministerial Statement - Government Response - School Canteens Assembly Resolution of 30 August 2023

Cabinet agreed the Minister for Education and Youth Affairs present a Ministerial Statement in response to the Assembly Resolution of 30 August 2023 – School Canteens.

Canteen menu assessments will have a direct positive impact on school communities in the domain of Health.

Ministerial Statement - Connecting Nature Connecting People

Cabinet agreed the Minister for the Environment, Parks and Land Management present a Ministerial Statement in the ACT Legislative Assembly about the completion of the Connecting Nature Connecting people budget initiative.

The Connecting Nature Connecting People initiative received $2.95 million in the ACT Budget 2022-23 and has delivered series of projects that support the movement of species across the landscape, enrich and build the resilience of urban biodiversity, enhance our community's connection to nature and help cool our city in a changing climate.

Response to E-Petition – E-PET-006-24 Crime in Watson

Cabinet agreed the Minister for Police and Crime Prevention provide the response to petition E-PET-006-24 Crime in Watson to the Clerk of the ACT Legislative Assembly for tabling.

Cabinet agreed to the proposed Wellbeing Impact Assessment for the response to Petition E-PET-006-24. The ACT Government’s decision to commit an additional $107 million to ACT Policing for additional 126 police officers in the ACT over the next five years demonstrates the Government’s ongoing commitment to the safety of the ACT community and Canberra residents’ feeling of safety.

ACT Endorsement to the National Drought Agreement (NDA) 2024 to 2029

Cabinet agreed the Chief Minister sign the National Drought Agreement 2024 to 2029 on behalf of the ACT Government.

The ACT Government’s endorsement of the National Drought Agreement 2024 to 2029 has positive impacts in the Wellbeing domains of Environment and Climate, and Safety.
